Bac Giang to remove household registration books, set up e-database to facilitate citizens

BAC GIANG- Promoting administrative procedure reform and application of information technology in management, direction, leadership and working is one of the main solutions of Bac Giang provincial Department of Justice in recent years. Digitalization of household registration books and setting up electronic database contribute to improving quality and facilitating citizens in dealing with administrative procedures.

Bui Van Tuan in Giua village, Nghia Hung commune, Lang Giang district came to the one-stop-shop division of the district very early in the afternoon to perform the procedures for civil status change and correction.

“I don’t think the procedures are so quick and simple. The officials can easily search for information recorded on the software instead of looking up paper household books as before”, said Tuan.

As a reliable address for citizens to deal with administrative procedures, the one-stop-shop division of the people’s committee of Tran Phu ward (Bac Giang city) has received and resolved 765 authentication and civil status dossiers, 99.73 percent of which were handled ahead of schedule, the others were on schedule without any overdue dossiers. The ward was ranked first in Bac Giang city in terms of e-authentication.

According to Nguyen Dinh Thang, Vice Chairman of the people’s committee of Tran Phu ward, digitalization of household registration books is defined as a key task by leaders of the ward party committee and people’s committee. The ward digitalized 12,403 household registration data in 2023 and 2024 reaching 100 percent of the target.

Implementing the direction of the Ministry of Justice, the provincial Department of Justice proposed the provincial People’s Committee to issue the plan No 4190/KH-UBND dated September 21, 2020 on digitalizing household registration books. The province has total 14,151 household books, equivalent to 1,829,709 civil status records need to be digitalized.

Since late 2020, the Justice Department has digitalized data of 5 periods consecutively implemented in 2021, 2022 and 2023. 1,671,311 civil status events have been digitalized in the entire province. Some localities are evaluated to well perform this work such as Lang Giang district, Viet Yen township and Bac Giang city.

Some localities have implemented many breakthrough measures to speed up digitalization and effectively exploit electronic civil status database.

According to Vice Director of the provincial Department of Justice Truong Ngoc Bich, the Department will continue directing related agencies and units to compare, update and synchronize electronic civil status database to integrate with the national population database, national public service portal and the provincial shared software.

The district-level justice divisions should actively collaborate with local public security forces to inspect, verify and handle inappropriate cases ensuring efficiency and conforming to right procedures.
