Bac Ninh accelerates efforts to meet Tier-1 urban criteria

BAC NINH - Following the merger with Bac Giang, Bac Ninh is facing a major opportunity to emerge as a dynamic growth pole of the Capital Region and the northern key economic region. 

With strong political determination and methodical steps in urban planning, infrastructure development, and the completion of Tier-1 urban criteria, the province is gradually realising its goal of becoming a centrally governed city before 2030.

The central area of Bac Giang ward has been synchronously invested.

Bac Ninh province has a natural area of more than 4,718 sq.km and 99 commune-level administrative units, including 33 wards and 66 communes.

It also holds a strategic position along key economic corridors, directly connected to Hanoi, Hai Phong, Quang Ninh, and the northern midland and mountainous provinces.

Its transportation network - comprising expressways, national highways, railways, and interregional logistics infrastructure - is creating strong momentum for urbanisation.

In recent years, the province has issued numerous major programmes and plans to concretise its urban development goals.

To date, Bac Ninh has developed 25 urban areas, including three Tier-2 urban centers: Kinh Bac, Bac Giang, and Tu Son, along with 22 Tier-3 urban areas. This serves as an important foundation for the province to meet the criteria for a Tier-1 urban area.

Recently, a working delegation from the Urban Development Agency under the Ministry of Construction held discussions with the Bac Ninh Department of Construction to review and assess the province’s fulfillment of Tier-1 urban criteria in accordance with Resolution No. 111/2025/UBTVQH15 of the National Assembly Standing Committee.

The results showed that Bac Ninh has currently met 13 out of 15 Tier-1 urban criteria.

Specifically, Bac Ninh ranks second nationwide in attracting foreign direct investment (FDI).

Its gross regional domestic product (GRDP) grew by an average of 8.92% annually during the 2021–2025 period, while per capita income in 2025 reached 71.4 million VND (2,709 USD) per person, among the highest in the country.

However, the province still falls short in two criteria: the proportion of wards meeting Tier-2 urban development standards has only reached 33.33%, compared to the required minimum of 50%; and the task of completing the new-style rural development programme remains ongoing.

With strong political commitment and support from central ministries and agencies, Bac Ninh is steadily completing the remaining criteria on its path toward becoming a a Tier-1 urban area and a centrally governed city before 2030.
