The announcement was made at a ceremony in Hanoi attended by VCCI Chairman Ho Sy Hung, leaders of provinces and cities nationwide, and Bac Ninh People’s Committee Chairman Pham Hoang Son.

The top five provinces and cities recognised for strong economic governance were Bac Ninh, Da Nang, Hai Phong, Phu Tho and Quang Ninh.

According to VCCI, these localities demonstrated balanced governance structures, with at least five of the nine PCI sub-indices ranking among the country’s top 10.

Bac Ninh ranked first nationwide in “proactive local government” with 6.67 points and in “administrative procedure compliance costs” with 8.93 points.

In 2025, the province continued implementing measures to improve the investment and business environment, accelerate administrative reforms and strengthen dialogue with residents and businesses to promptly address difficulties and concerns.

At the event, VCCI also announced the Business Performance Index (BPI), a tool designed to measure market outcomes and support long-term reform strategies.

On the occasion, VCCI honoured Bac Ninh, Da Nang, Hai Phong, Phu Tho and Quang Ninh as the country’s most outstanding localities in economic governance quality for 2025.
