Mai Son, Standing Vice Chairman of the provincial People's Committee, emphasised that the immediate priority is to finalise Bac Ninh's master urban plan in alignment with regional and national planning schemes, thereby creating the space and momentum for comprehensive development.

The province has assigned specific responsibilities and deadlines to each relevant agency to ensure the timely submission of the proposal to the Government, the Politburo, the Party Central Committee, and the National Assembly.

Just 10 days after the Politburo issued its conclusion, on June 30 the provincial People's Council adopted Resolution No. 45 approving the proposal to recognise Bac Ninh province as meeting the criteria for a Tier-1 urban area.

This serves as an important legal basis for the establishment of Bac Ninh as a centrally governed city.

According to a leader of the provincial Department of Construction, the most pressing task is to complete the dossier for submission to the Ministry of Construction seeking official recognition of Bac Ninh as a Tier-1 urban area, while simultaneously preparing the city's master urban plan through 2050 with a vision to 2075, as well as the Bac Ninh Urban Development Programme through 2030.

To achieve this strategic objective, provincial departments, agencies, and localities are intensifying public communication efforts to help residents fully understand the purpose, significance, and importance of establishing Bac Ninh as a centrally governed city, thereby building broad public consensus.

Draft proposals for the establishment of Bac Ninh as a centrally governed city and for the establishment of wards under the city have been posted on the provincial and commune-level government portals for public feedback in accordance with regulations.

Feedback will be consolidated into a report no later than 5:00 p.m. on July 11, 2026.

At the same time, the province will complete the reorganisation of villages and residential areas, while ensuring that the appointment and deployment of part-time personnel at the grassroots level are conducted in an open, transparent, objective, and lawful manner.

Bac Ninh will continue investing in integrated, modern, and multi-dimensional urban infrastructure, with priority given to completing major transport routes that strengthen regional, interprovincial, and international connectivity.

The province also plans to significantly expand investment in education and high-quality vocational training while building a contingent of capable, dedicated, and accountable public officials who are willing to innovate and take responsibility.

Standing Vice Chairman Mai Son also called on all agencies, units, and localities to concentrate resources on meeting the remaining criteria, particularly those related to transport infrastructure, green spaces, public facilities, and social infrastructure.

The province will pursue economic development alongside environmental protection, with science, technology, and innovation serving as key drivers of growth.

It will strengthen natural resource management while promoting a green and circular economy.

At the same time, Bac Ninh will accelerate administrative reform and governance modernisation, building a streamlined, professional, modern, and integrity-based urban administration that operates efficiently and effectively.

The province will also maintain national defence, security, social order, and public safety while promoting comprehensive development across cultural and social sectors and improving residents' quality of life, laying a solid foundation for Bac Ninh to confidently enter a new stage of development as a centrally governed city.
