While investment resources and development momentum remain important, the decisive factor lies in building consensus across the political system, businesses and society to support the province’s next phase of growth.

Bac Ninh has emerged as one of Vietnam’s leading economic hubs in recent years. In the first quarter of 2026, the province’s gross regional domestic product (GRDP) was estimated to have risen 9.82% from a year earlier, ranking fifth nationwide.

Industrial production continued to expand strongly, with output in the first three months of the year exceeding 692 trillion VND (26.2 billion USD), up more than 15%. Export turnover reached 23.1 billion USD, an increase of 25.15%, the highest in the country.

The province currently has 39 industrial parks covering more than 11,300 hectares. In the first quarter alone, Bac Ninh attracted about 5.2 billion USD in newly registered and adjusted investment capital, remaining among the country’s top destinations for foreign direct investment (FDI).

The figures reflect the province’s high level of economic openness and integration into global supply chains. More than 568,000 workers are employed in industrial parks, while total outstanding credit exceeded 402 trillion VND.

However, officials say the province’s development level also brings greater challenges.

Double-digit growth can no longer be achieved through traditional methods or administrative directives alone. Instead, Bac Ninh must develop new growth drivers based on innovation, digital transformation, higher-quality human resources and a stronger position in global value chains.

Local authorities believe the province’s economic achievements in recent years demonstrate that sustainable growth can only be realized when there is broad social consensus, where policies are clearly understood, trusted and implemented consistently.

In that process, political and ideological work plays a crucial role, not only in communicating policies but also in explaining practical challenges and building unity in both awareness and action.

The province still faces several bottlenecks that need to be addressed, including institutional limitations, infrastructure pressure and shortages of highly skilled workers.

Public investment disbursement in the first quarter reached only about 4.8% of the annual target, highlighting a persistent gap between policymaking and implementation. Site clearance remains one of the biggest obstacles affecting project progress.

At the same time, Bac Ninh’s economy remains heavily dependent on the foreign-invested sector, which accounts for more than 90% of industrial production value. This has increased pressure to strengthen domestic enterprises, develop supporting industries and expand high-value services.

The agricultural sector, while continuing to act as an important pillar of the local economy, is also facing mounting risks from increasingly extreme weather conditions.

Analysts say these challenges are not merely technical or managerial issues, but are also linked to public awareness, confidence and social consensus.

Authorities said political and communication efforts must become more practical and interactive, shifting from one-way dissemination toward dialogue and data-driven engagement.

In an environment where information spreads rapidly across multiple platforms, transparency and proactive communication are increasingly important for maintaining public trust.

Another key factor is the quality of grassroots officials responsible for implementing policies at the local level.

Officials at the grassroots level play a critical role in translating policy into practice. When local cadres possess strong professional capacity, practical understanding and effective organizational skills, obstacles in areas such as site clearance, administrative reform, digital transformation and business development can be resolved more quickly.

To achieve its double-digit growth target, Bac Ninh plans to accelerate public investment disbursement, remove bottlenecks in land clearance, improve the investment environment, strengthen policy transparency, enhance the quality of local officials and promote digital transformation in governance and administration.

Authorities say social consensus ultimately means sharing a common understanding and acting together toward shared development goals, a factor they view as essential for sustaining high economic growth in the years ahead.
