Bac Ninh expands priority customs scheme to boost import and export

BAC NINH - One of Vietnam's largest manufacturing hubs for electronics and high-tech industries - Bac Ninh is expanding preferential customs policies to accelerate imports and exports, improve supply chain efficiency and strengthen its appeal to global investors, as the province seeks to reinforce its position in international production networks. 

The government's priority enterprise scheme, first introduced under the 2014 Customs Law and expanded through amendments that took effect on July 1, 2025, broadens eligibility to companies operating in strategic technology sectors identified by the Ministry of Science and Technology.

Officials from Regional Customs Branch V meet representatives of Luxshare-ICT Co., Ltd., a company recognized under Vietnam's priority enterprise customs programme.

Newly established high-tech manufacturers, strategic technology projects, key digital technology producers and companies supplying the semiconductor industry can now be considered for priority status without having to meet previous requirements on import-export turnover or two consecutive years of customs and tax compliance.

The policy is designed to shorten customs clearance times, reduce logistics costs and ensure uninterrupted production for manufacturers operating in global supply chains.

Jiang Hong Zhai, General Director of Goertek Vina Company Limited in Nam Son Hap Linh industrial park, said the priority enterprise mechanism is a key factor helping Vietnam maintain its competitiveness as multinational companies diversify production.

The scheme allows qualified firms to submit incomplete customs declarations, finalize documentation within 30 days and move goods from bonded warehouses into production before customs procedures are completed, offering significant advantages for manufacturers operating around the clock.

By the end of 2025, Vietnam had recognized 74 priority enterprises, including 14 managed by Regional Customs Branch V, the highest number among customs authorities nationwide.

The group includes major multinational manufacturers such as Samsung, Canon, Goertek, Luxshare-ICT and Fushan Technology Vietnam, all of which play important roles in global supply chains.

Their concentration in Bac Ninh reflects the effectiveness of customs reforms and supports a stable investment environment for export-oriented manufacturing.

The impact is evident in the customs authority's latest performance. In the first six months of 2026, Regional Customs Branch V processed nearly 1.48 million customs declarations, up 23% from a year earlier and accounting for almost 13% of Vietnam's total customs declarations.

Production lines at Samsung Electronics Vietnam Co., Ltd., a manufacturer recognized under Vietnam's priority enterprise customs programme.

Total trade reached about 137.66 billion USD, including 71.64 billion USD in exports and 66.02 billion USD in imports, resulting in a trade surplus of 5.62 billion USD.

Pham Chi Thanh, Director of Regional Customs Branch V, said the programme not only promotes economic growth and foreign investment but also enhances Vietnam's position in global trade by supporting mutual recognition agreements with customs authorities in other countries, making it easier for Vietnamese companies to access overseas markets.

As Bac Ninh focuses on attracting investment in electronics, semiconductors, artificial intelligence and other advanced industries, officials see the expanded priority enterprise programme as an important tool for improving the province's competitiveness, enhancing investor confidence and reinforcing its role as one of Vietnam's leading high-tech manufacturing centres and a critical link in global supply chains.
