Bac Ninh master plan reshapes entire urban development space

BAC NINH - The Government's approval of the Bac Ninh Urban Master Plan to 2050, with a vision to 2075, has opened up a new development landscape, marking a significant step toward restructuring the province's entire urban space.

Beyond expanding its urban scale, Bac Ninh has charted a clear vision of a green, smart, modern city that preserves the rich cultural identity of the ancient Kinh Bac region.

Science and technology, innovation, and digital transformation have been identified as the core drivers of future growth.

Bac Ninh’s strategic vision for urban development features three key milestones. By 2030, Bac Ninh aims to become a centrally governed city, meet the criteria for a Tier-1 urban area, and serve as a regional and international multimodal logistics gateway.

By 2040, it seeks to establish a balanced economy driven by high-tech manufacturing and modern services underpinned by comprehensive digital transformation.

By 2050, Bac Ninh aspires to become one of Asia's most livable cities, serving as a major economic engine and a key driver of Vietnam's growth.

Looking ahead to 2075, it envisions transforming into an international-scale megacity with a population exceeding 10 million.

A key feature of the master plan is its multi-polar, multi-center urban development model, comprising three major development zones: a central industrial and urban development zone; a southern commercial, service and logistics zone; and an eastern agricultural and forestry zone.

The plan also outlines four strategic economic corridors and six growth clusters, including the Kinh Bac – Bac Giang – Que Vo urban cluster; the Yen Phong – Hiep Hoa cluster; the Gia Thuan urban core; the Tu Son – Tien Du cluster; the Lang Giang – Luc Nam cluster; and the Luc Ngan – Son Dong cluster.

One of the province's anticipated new growth engines is Gia Thuan Urban Area, anchored by Gia Binh International Airport.

Meanwhile, urban centres such as Kinh Bac, Bac Giang, Tu Son, Yen Phong, Que Vo and Hiep Hoa will be developed as green, smart urban areas integrated with high-tech industries, logistics and innovation, forming a highly connected urban network within the Hanoi Capital Region and the Red River Delta.

According to Vice Chairman of the provincial People's Committee Pham Van Thinh, immediately after the master plan was approved, the provincial authorities instructed relevant agencies to publicly announce the plan and prepare an implementation roadmap.

They have also been tasked with reviewing and adjusting urban and rural planning while investing in core technical infrastructure to attract investment and gradually realise the province's development objectives.

The “smart” factor lies at the heart of the new development process. The master plan identifies digital transformation, innovation and advanced technology as the principal growth drivers.

Bac Ninh plans to establish high-tech parks, data centres and innovation hubs while developing an ecosystem for the semiconductor, electronics and artificial intelligence industries.

At the same time, it will build a modern digital government and public administration system to improve urban governance and public services for residents and businesses.

The Kinh Bac region is designated as the province's primary growth hub for education and training, high technology, and regional-level services.

Alongside economic growth, the master plan places strong emphasis on preserving the cultural heritage of the Kinh Bac region.

Cultural treasures such as Quan Ho folk singing, Dau Pagoda, But Thap Pagoda, Do Temple, Kinh Duong Vuong Tomb, and the Tay Yen Tu cultural space will continue to be conserved and promoted, becoming Bac Ninh’s own identity in the modern urban building process.

These cultural assets are expected to strengthen the province's competitiveness and support sustainable development as Vietnamese cities become increasingly integrated into the global economy.

With its long-term vision and comprehensive development strategy, the Bac Ninh Urban Master Plan provides an important legal framework for urban management and infrastructure investment, helping turn Bac Ninh’s aspiration to become a centrally governed city into reality.
