Bac Ninh focuses on disaster response and recovery after storm circulation

BAC NINH – The Bac Ninh provincial leaders on October 7 held an online conference with localities to coordinate efforts in responding to and mitigating the impacts caused by the circulation of storm No. 11.

The meeting was co-chaired by Nguyen Viet Oanh, Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People’s Council and Le Xuan Loi, Standing Member of the Provincial Party Committee and Vice Chairman of the Provincial People’s Committee.

At the meeting, the Office of the Provincial People’s Committee announced assignments for members of the Provincial Civil Defense Steering Committee, specifying their responsibilities for disaster prevention and control in each locality.

According to a quick report from the Department of Agriculture and Environment, due to the effects of storm No. 11’s circulation, Bac Ninh recorded moderate to heavy rainfall from 7 p.m. on October 6 to 2 p.m. on October 7, with an average precipitation of around 150 mm and some areas reaching up to 400 mm.

The heavy rain combined with upstream flooding caused inundation in several areas, resulting in dyke and irrigation structure incidents, and floods along rivers and streams across the province.

In response to the complicated weather developments, on October 7, the province established three inspection teams to assess flooding and direct flood prevention and control efforts in communes along the Cau and Thuong rivers.

The Chairman of the Provincial People’s Committee also issued a directive to implement the national Civil Defense Steering Committee’s order on storm response measures.

Speaking at the meeting, Nguyen Viet Oanh emphasized that natural disasters were becoming increasingly complex and urged all sectors to proactively take flood and storm response measures.

He requested the provincial Industrial Parks Management Board to review the flooding situation in industrial zones, clusters and factories to propose the fastest water drainage solutions. He also directed relevant sectors to consider the proposals from localities to ensure the most effective response to storm and flood situations.

Police and military forces were assigned to coordinate closely with local authorities to monitor the situation, assist in evacuating and relocating residents from high-risk areas.

Water management companies were mobilized to operate pumps and machinery to drain floodwaters into rivers. Departments and sectors were instructed to carry out response actions based on their assigned tasks from the provincial Civil Defense Steering Committee.

Members of the Steering Committee were dispatched to inspect local disaster response operations, while riverbank communes and wards were told to closely monitor weather developments, maintain on-duty teams, and report incidents promptly for timely action.
