During the meeting, members of the Appraisal Council provided comments and further clarified several issues, including the legal basis, urban planning, urban classification standards, organisational structure, and the province's capacity to meet state management requirements following the establishment of the centrally run city and its wards.

The council recommended that the province continue reviewing and refining the proposals to ensure their quality and persuasiveness before submission to the National Assembly.

Speaking at the event, Son requested provincial departments, agencies, and local authorities to fully incorporate the Appraisal Council's recommendations and promptly finalise the dossiers, ensuring the highest standards of quality, data accuracy, and legal compliance.

He also emphasised the need to proactively develop specific development programmes and plans to realise the centrally governed city model in line with the Government's direction.

Concluding the working session, Long stated that the Appraisal Council had unanimously approved the appraisal report for submission to the competent authorities for consideration and decision.

The report received unanimous support, with all 11 council members voting in favour, demonstrating strong consensus regarding Bac Ninh province’s proposals.

The Deputy Minister of Home Affairs acknowledged and highly appreciated the proactive efforts of Bac Ninh province and the relevant agencies in preparing and finalising the two proposals within a short period.

The council concluded that the dossiers essentially satisfy all legal criteria and conditions for the establishment of Bac Ninh city and 12 wards.

It also commended the close coordination among ministries and agencies, particularly the Ministry of Home Affairs and the Ministry of Construction, throughout the appraisal process and the completion of procedures related to urban classification.
