Bac Ninh moves to remove obstacles for investors
BAC NINH - Authorities in northern province of Bac Ninh are stepping up efforts to support investors by dispatching task forces to work directly with businesses, address bottlenecks and accelerate project implementation, reinforcing the province's reputation as one of the country's leading investment destinations.
The initiative comes as a growing number of domestic and foreign companies expand operations in the province, creating demand for quicker administrative procedures and more effective policy guidance.

One of the beneficiaries is Cooler Master Manufacturing Vietnam Co., Ltd., located in Gia Binh II Industrial Park.
The company is developing a major project with registered investment capital of 475 million USD to manufacture cooling systems for artificial intelligence servers.
The project began operations in July 2025 and currently employs around 1,300 workers. To date, the company has disbursed about 140 million USD and is building the second phase of the project, which is expected to begin production in the first quarter of 2028.
Cooler Master also plans to expand with several strategic projects, including a research and development centre, an international AI exhibition centre, a technical training school, worker accommodation facilities and additional factories and office space for lease.
To support these plans, Bac Ninh established a task force led by Vice Chairman of the provincial People's Committee Pham Van Thinh, with representatives from tax authorities and industrial park management agencies, to work directly with the company and clarify investment incentive policies.
Under Vietnam's Corporate Income Tax Law, which took effect in October 2025, projects in high technology, science and technology, education, healthcare, culture, environmental protection and social housing are eligible for preferential tax treatment.
According to provincial tax officials, Cooler Master's proposed R&D centre and AI exhibition centre could qualify for a corporate income tax rate of 10% for 15 years, together with a four-year tax exemption and a 50% reduction in payable tax for the following nine years.
Technical education projects classified as socialised services may receive similar incentives, while worker dormitory projects can benefit from land-use exemptions and preferential tax rates.
Chiu Shu Chuan, General Director of Cooler Master, said the province's active support had helped shorten implementation timelines and accelerate the launch of new projects.
"We highly appreciate Bac Ninh's commitment to accompanying businesses. Provincial leaders and authorities have always taken time to listen, explain procedures and support us in resolving difficulties," she said.
Bac Ninh has adopted a similar approach with other investors.
Recently, provincial officials visited Anyone Vina Co., Ltd. in Que Vo Industrial Park after the company raised concerns over labour shortages and procedures for bringing foreign specialists to Vietnam. The South Korean-invested company manufactures technical adhesive products used in foldable displays and OLED screens.
Authorities advised the company on labour retention measures, wage policies and recruitment solutions while also providing guidance on work permit applications, renewals and exemptions for foreign employees working in industrial parks.

Provincial officials say the two companies are only examples of a broader effort to improve the business environment and ensure that investors are not hindered by administrative procedures.
Bac Ninh has adopted the principle that difficulties facing businesses must be resolved as quickly as possible within the province's authority, while issues beyond local jurisdiction are promptly reported to higher levels of government for consideration.
Speaking at meetings with businesses, Vice Chairman Pham Van Thinh reaffirmed that the province would continue to provide maximum support for enterprises within the framework of Vietnamese law while ensuring favourable conditions for existing investors to expand production and business activities.
The approach is aimed at helping investors maintain long-term operations in the province and strengthening Bac Ninh's position as a safe and attractive destination for domestic and foreign investment.
