On October 6, member of the municipal Party Committee’s Standing Board and Vice Chairman of the municipal People’s Committee Dao Thanh Truong inspected the implementation of the people’s assistant model in the wards of Nam Son, Song Lieu and Phuong Lieu to evaluate the preparation and effectiveness of supporting residents in performing administrative procedures and assessing the feasibility of piloting the model on a broader scale.

The people’s assistant is an artificial intelligence-driven application to support citizens in performing administrative procedures through document scanning and identification, automatic form filling and verification of required dossier components.

In Bac Ninh, the model has been piloted in 6 wards including Song Lieu, Nam Son, Phuong Lieu, Hiep Hoa, Bac Giang, and Vu Ninh.

According to a report by the MPC Office, the application has assisted receiving and handling thousands of administrative dossiers in the piloting wards.

The rate of people selected voice-assisted version reached 83.2 percent in Hiep Hoa ward and 60 percent in Bac Giang ward. The rate of people’s satisfaction achieved over 90 percent.

In his concluding speech, MPC Vice Chairman Dao Thanh Truong highly evaluated the responsibility and joint efforts of the departments, agencies, localities and businesses in launching the people’s assistant model.

After the site visits and grasping opinions from the piloting localities, he affirmed it is an applicable model, which helps to save time and reduce the workload and manual steps for public officials and residents in processing administrative procedures.

Thus, he agreed to continue piloting this model on a broader scale, but it must be under control with regular assessment.

MPC Vice Chairman assigned the MPC Office to review and report the municipal leaders on feasibility of large-scale implementation, especially infrastructure capacity and the availability of personnel to provide on-site support and guidance.

He noted that it is necessary to fully evaluate efficiency of the model at the end of the piloting period, in which clarifying the demand for financial resources and human resources as a basis to decide long-term implementation.

Leadership of the communes and wards must take initiative, provide close and timely direction and assign appropriate personnel to ensure the model is implemented in a practical and effective manner.
