Bac Ninh provincial leader inspects major infrastructure projects
BAC NINH - Vuong Quoc Tuan, Deputy Secretary of the provincial Party Committee and Chairman of the Bac Ninh People’s Committee (PPC) on October 22 inspected the construction of the Kenh Vang bridge and its connecting roads linking Bac Ninh province with the port city of Hai Phong.
The Kenh Vang bridge project spans several communes — Nhan Thang, Cao Duc and Trung Kenh in Bac Ninh and Tran Phu and Hop Tien in Hai Phong — with the provincial Department of Transport and Agriculture Project Management Board No. 2 as the investor.

The project has a total investment of more than 2.18 trillion VND (over 95.1 million USD) and covers about 45.66 hectares of land. Construction began in 2021 and is scheduled for completion in 2027.
So far, around 36% of the work has been completed, including 44.8% of package No. 14 and 13.5% of package No. 15. More than 1 trillion VND has been disbursed, representing roughly 60% of total allocated capital.
However, construction progress has fallen behind schedule, and public investment disbursement remains low due to land clearance issues, shortages of construction materials — particularly sand for road foundations — and unfavorable weather.

In Bac Ninh, about 7,000 square meters of farmland, nearly 12,800 square meters of public land, and 2,800 square meters belonging to 12 households in Tao Hoa village (Trung Kenh commune) have not yet been cleared because they are located under a 500kV power line.
In Hai Phong, more than 10,000 square meters remain entangled, including residential land of 24 households and some sites along a 110kV power corridor.
After an on-site inspection, the PPC Chairman Vuong Quoc Tuan emphasized that the bridge is a major inter-regional transport project of strategic importance but warned that construction delays could undermine its benefits.
He instructed the project management board to coordinate closely with contractors, review and adjust construction schedules, and mobilize additional manpower and equipment to accelerate progress across the entire route.
He also criticized Trung Kenh commune and the project owner for their slow handling of land clearance problems and failure to deliver clean sites to contractors on time while demanding Trung Kenh to complete land clearance for the remaining 12 households by November 30, calling it a key performance criterion for local authorities.
He urged local governments to classify each affected household, identify causes of delays, and develop appropriate compensation plans in line with regulations.
Commune-level leaders, including Party secretaries and chairmen, were instructed to take direct responsibility for resolving bottlenecks and to avoid delays or inaction.

For households with structures on acquired land, the provincial leader said compensation should be consistent with mechanisms applied to the Ring Road No. 4 project in the Hanoi Capital Region, ensuring fair treatment and adequate resettlement.
Regarding the 24 households in Hai Phong yet to hand over their land, he requested the investor to promptly propose that Hai Phong authorities step up clearance efforts, aiming to complete handover by the end of 2025. The province targets substantial completion of the entire project by June 30, 2026.
On the same day, Tuan also inspected sections of the Thai Binh dyke running through Trung Chinh commune and met residents in Luong Tai commune affected by the planned Gia Binh International Airport project.
The Chairman affirmed that the province would apply the most favorable policies to safeguard citizens’ interests and called for public cooperation to ensure the airport’s timely progress.
