The index is built on five key criteria groups reflecting the overall performance of local governments in serving citizens and businesses.

Bac Ninh earned high marks across most indicators, standing out in case processing speed (18.62 points), digitalization of records (18.01 points) and citizen satisfaction (17.86 points).

These results underscore the effectiveness of investments in modernizing administrative procedures as well as the growing trust of people and enterprises.

As Vietnam accelerates its digital government and national digital transformation agenda, Bac Ninh’s rise to the top carries special significance. The success demonstrates the province’s pioneering role in administrative reform and application of information technology to public service.

To achieve this outcome, Bac Ninh implemented a series of synchronized measures. The province upgraded its Administrative Procedure Information System, strengthened connectivity with the National Public Service Portal and made it easier for people and enterprises to complete procedures online, reducing direct contact and saving time and costs.

Internal processes were streamlined, removing redundant and overlapping steps to shorten processing time.

Bac Ninh has also prioritized training and capacity-building for civil servants directly involved in administrative services.

Top legislator urges continued institutional reforms after administrative restructuring
