It will motivate Bac Ninh to enhance its compatitiveness and investment attraction and promote sustainable socio-economic development.

After 21 years of implementation, the provincial competitiveness index (PCI) has become an important tool to evaluate quality of economic governance, business and investment environment and the capacity of local authorities to support and serve businesses.

The year 2025 marked the biggest change of PCI when VCCI officially applied new version PCI 2.0. The new evaluation system consists of 9 component indices with 98 indicators.

The component indices include market entry, access to resources, transparency, administrative compliance costs, informal charges, fair competition, business support policies, legal institutions and facilitating governance.

According to the announcement, Bac Ninh province stood out with its balanced and consistent governance structure in multiple sectors with at least 5 of the 9 component indices ranked among top 10 nationwide.

Especially, Bac Ninh leads the nation in the 2 important indices including “administrative compliance costs” (8.93 points) and “facilitating governance” (6.67 points). Besides, it ranks 4th in “market entry” and “legal institutions”.

Its leading position in administrative compliance costs demonstrates the province’s strong reform in streamlining dossier-processing procedures and shortening administrative processing times for businesses.

This is a significant index, reflecting the level of convenience for businesses when performing administrative procedures with state agencies. Bac Ninh scored the highest points in this index with 8.93 points against the national average score of 7.31.

The result demonstrated businesses’ positive evaluation of the province’s administrative reform.

The province also secured its leading position in “facilitating governance” index with 6.67 points, much higher than the national average score of 5.46.

This index reflects the proactive and flexible governance capacity of local authorities, as well as their ability to accompany and support businesses.

The result shows that businesses highly evaluate the province’s responsiveness, determination and proactive efforts in addressing difficulties facing production and business activities.

Apart from the 2 leading indices, the province gained positive results in “market entry” with 8.2 points and “legal institutions” with 7.88 points, both ranking 4th nationwide.

These indices reflect transparent legal environment, convenience for business establishment and capacity to protect legal rights of businesses.

However, some indicators of Bac Ninh province reamained lower than the average, which need to be improved.

According to VCCI’s evaluation, Bac Ninh’s strength does not lie in a single competitive advantage but in its ability to maintain consistently high-quality governance in many aspects.

It is an important foundation for the province to sustain its investment appeal amid intensifying competition among localities.
