Bac Ninh seizes opportunity from semiconductor industry

BAC NINH - Bac Ninh province, already home to thousands of foreign-invested projects, is seeking to leverage global supply chain diversification to position itself as Vietnam’s semiconductor hub.

The northern province has forged economic ties with investors from more than 50 countries and territories.

As multinational corporations look to diversify production bases, Bac Ninh’s growing industrial ecosystem is emerging as a potential center for chip manufacturing and semiconductor development nationwide.

To date, Bac Ninh has developed 33 industrial parks, attracting 2,010 foreign-invested projects with a combined capital of more than 40 billion USD.

Key investors include global technology giants such as Amkor, Samsung, Canon, Foxconn and Gortex. Their billion-dollar commitments underscore Bac Ninh’s rising profile on the world’s technology map.

A number of large-scale semiconductor projects are already underway. Victory Giant Technology is building a 900 million USD semiconductor equipment plant in VSIP Bac Ninh II Industrial Park.

Scheduled to begin operations in the second quarter of 2026, the facility is expected to produce about 62 million units annually, with an output value of 413 million USD.

Other projects include Micro Commercial Components in Yen Phong I Industrial Park and HongKong Fingu Development Company Limited in Yen Phong II-C.

Among the most prominent investors is Amkor, one of the world’s leading semiconductor packaging and testing firms. Amkor began developing a semiconductor assembly and testing facility in Yen Phong II-C at the end of 2023. Its total investment is projected to reach 1.6 billion USD by 2035.

“Amkor’s factory in Bac Ninh is the most advanced facility of the group worldwide,” said Kim Sung Hun, General Director of Amkor Technology Vietnam. “We are committed to working with the province to build a strong semiconductor ecosystem and bring locally produced products to the global market.”

Provincial officials view semiconductors as a strategic pillar for the coming decade. Nguyen Duc Long, Deputy Head of Bac Ninh’s Industrial Parks Management Board, said the province has favorable conditions for attracting high-tech investment.

“Bac Ninh’s industrial parks are well planned and equipped to support production and logistics,” Long said. “We also have a strong network of more than 3,000 supporting industry enterprises integrated into supply chains. On human resources, 80 percent of workers are trained, with 41 percent holding degrees or certificates, ensuring quick adaptation to the labor needs of semiconductor manufacturers.”

To further strengthen its workforce, the province plans to spend 1,000 billion VND by 2030 to cover tuition support for about 10,000 students in vocational schools and universities, focusing on high-quality human resources for semiconductors and other advanced industries.

Deputy Chairman of the People’s Committee Dao Quang Khai said Bac Ninh aims to become one of Vietnam’s leading centers for training, research and development.

Amkor is constructing a semiconductor manufacturing plant in Yen Phong II-C Industrial Park.

“We are preparing infrastructure for a university urban area and encouraging reputable training institutions to invest in the province,” Khai said. “We are linking vocational education with businesses under a tripartite model of state, schools and enterprises.”

Alongside workforce and education initiatives, Bac Ninh is rolling out policies to attract high-quality investment. The province pledges to cut at least one-third of the time required for administrative procedures, ensure stable electricity supply and prioritize infrastructure for investors in the semiconductor sector.

Bac Ninh is also building shared research and development facilities for semiconductor technology and new-generation electronic devices integrating specialized chips.

With robust foreign investment, supportive policies and a commitment to training skilled labor, Bac Ninh is positioning itself to become Vietnam’s semiconductor capital. As global firms continue to seek new bases beyond traditional centers, the province is betting on semiconductors to drive its next stage of economic growth.
