After the merger, thanks to new advantages and resources in line with policies of the central government and province in science, technology, innovation and digital transformation, Bac Ninh has made strong breakthroughs to emerge as an innovation centre in Vietnam, where digital, high technologies and creativity are platform for rapid and sustainable development.

Defining science, technology and innovation a significant pillar and key driving force for rapid growth and sustainable development, Bac Ninh province has made synchronous and drastic implementation with high consensus in the entire political system.

As the standing agency of the provincial steering committee for development of science, technology, innovation, digital transformation and the Scheme No 6, the Department of Science and Technology (DOST) has collaborated with related departments, agencies, units and communal-level governments to review and evaluate facts and figures as a basis to give advice on issuing appropriate policies and measures.

According to Nguyen Van Dung, DOST Director and Deputy Head of the provincial steering committee, Bac Ninh has consolidated steering committees for this task from provincial to grassroots levels headed by leaders of the party committees and governments.

Besides, the task forces were established with active activities to ensure thorough and smooth operation in the entire system. The province allocated 885 billion VND (34.45 million USD) from state budget, equivalent to over 3 percent of its total regular expenditure to ensure financial resources to gradually realize the Resolution No 57.

Remarkably, digital transformation attached to administrative reform, that puts citizens and businesses at the center has become an important revolution in running the two-tier government.

Bac Ninh signed cooperation agreements with Viettel, FPT, Samsung corporations and many big universities to develop science, technology, digital economy and smart cities as well as cooperate in high-quality human resource training and form the regional electronic and semiconductor manufacturing center.

Growth engine to affirm Bac Ninh’s position

Thanks to its persistence on the development strategies with proper and drastic measures, Bac Ninh has early gained sweet results in the very first year implementing the Resolution No 57. Several targets, models and operation fields have been highly evaluated among the top leading localities nationwide.

Particularly, the province was ranked 2nd nationwide in the on-time completion rate for 167 tasks assigned by the central authorities. The provincial innovation index (PII) jumped 5 places to rank 6th out of 34 provinces and cities.

Bac Ninh was honoured at Techfest Vietnam 2025 for its positive contributions to developing the national innovative startup ecosystem. Digital transformation has been pushed up.

The province secures its leading position in the people and business serving indexes. 5G coverage exceeds the target with no village or residential group lacking mobile broadband coverage.

Science, technology, innovation and digital transformation have more engaged in the core economic sectors including cutting-edge industry, smart agriculture, digital economy and building modern cities.

Currently, Bac Ninh becomes an attractive destination for many big domestic and foreign corporations. Information technology (IT) takes the lead in the number of enterprises, revenues from hardware, software export value, pre-tax profits and employees.

The province fulfilled ahead of schedule the task of attracting investment into a concentrated IT park project, contributing to formation of a high-performance computing center.

The first provincial Party Congress of Bac Ninh province took place in September 2025 after the merger continued affirming the viewpoint “positioning science, technology, innovation, and digital transformation as the most important strategic breakthrough and the key driver for Bac Ninh’s strong and transformative development in the new era”, which defined specific targets and solutions to realize the aspiration.

Bac Ninh has strongly transformed with breakthroughs in science, technology, innovation and sustainable development of high-tech industry and agriculture. Its short-term objective to emerge as an innovation hub in northern Vietnam.

Innovation – Driver for new development phase

The draft action programme of the Party Central Committee to implement the Resolution of the 14th National Party Congress identifies the shift to a new growth model, economic restructuring, and accelerated industrialisation and modernisation, with science, technology, innovation and digital transformation as the core engines, as key tasks.
