Bac Ninh steps up cooperation with Viettel to boost science, technology and innovation
BAC NINH - Bac Ninh province on December 23 signed a memorandum of understanding (MoU) with the Military Industry and Telecoms Group (Viettel) to promote cooperation in science, technology, innovation and national digital transformation under a Politburo resolution covering the 2025–2030 period.
The signing ceremony was co-hosted by the Bac Ninh provincial People’s Committee and Viettel, aiming to implement Resolution No. 57-NQ/TW dated December 22, 2024, which focuses on achieving breakthroughs in science, technology, innovation and national digital transformation.

Attending the event on behalf of Bac Ninh were Nguyen Hong Thai, a member of the Communist Party of Vietnam Central Committee and Secretary of the provincial Party Committee; Pham Hoang Son, Deputy Secretary of the provincial Party Committee and Chairman of the provincial People’s Committee.
Viettel was represented by Lieutenant General Tao Duc Thang, Chairman and Chief Executive Officer, together with deputy CEOs and leaders of departments and subsidiary companies.

Speaking at the event, Tao Duc Thang said Viettel hoped Bac Ninh would continue to create favourable conditions for the group to expand cooperation, including developing telecommunications and logistics infrastructure as well as infrastructure for healthcare, education and social housing.
He said Viettel committed to providing 5G coverage to 100% of Bac Ninh’s population by 2026.
On digital transformation, Viettel pledged to support Bac Ninh through consulting services, telecommunications infrastructure development, digital data systems and platforms, cybersecurity solutions and personnel training with the aim of creating a breakthrough in the province’s digital transformation efforts.
Chairman of the provincial People’s Committee Pham Hoang Son said Bac Ninh had a solid foundation in industry, services and trade, which account for nearly 90% of its economic value.
He said the province was positioning itself to become a centre for electronics and semiconductor chips, not only in Vietnam but also in the region, noting that industrial park infrastructure had been developed in a coordinated manner and was ready to serve this goal.
In the new development phase, the provincial leader said Bac Ninh expected Viettel’s technology to become a new growth driver, helping the province maintain double-digit economic growth.
Also addressing the conference, the provincial Party Secretary Nguyen Hong Thai said Bac Ninh aimed to achieve breakthroughs in the low-altitude economy, describing it as the most important and pioneering component of the newly signed cooperation agreement.
He urged Viettel to prioritise the immediate implementation of projects related to the low-altitude economy, calling it the most optimal and breakthrough-oriented direction under current conditions.

He also called on Viettel to invest in social housing projects, unmanned aerial vehicle manufacturing facilities, and projects in healthcare and education in Bac Ninh.
The provincial Party Chief said the province would provide the most favourable conditions for Viettel to invest successfully and asked the group to select suitable sectors, locations and pilot models to gradually form a low-altitude economic ecosystem linked with digital transformation and innovation, creating new growth momentum for Bac Ninh in the coming period.
At the ceremony, Pham Hoang Son and Tao Duc Thang signed the MoU on cooperation to implement Resolution No. 57-NQ/TW of the Politburo on breakthroughs in science, technology, innovation and national digital transformation for 2025–2030.
