Shaping institutions, refining legal framework to elevate Bac Ninh city to new heights
BAC NINH - Effective September 20, 2026, Resolution No. 39/2026/QH16 on the establishment of Bac Ninh city officially comes into force, ushering in a historic new chapter for the Kinh Bac region.
In an interview with Bac Ninh Newspaper and Radio-Television, Nguyen Viet Oanh, Deputy Secretary of the provincial Party Committee and Chairman of the provincial People's Council, highlighted the role of institutional building, innovations in the two-tier urban government model, and practical policies directly impacting residents' lives.

To pave the way for Bac Ninh city to achieve a breakthrough in this new phase, how will the provincial People's Council guide the development of institutions and distinctive mechanisms and policies?
Facing the need for development with new space, scale, and position and to realise the vision of building Bac Ninh city into a rapidly growing, sustainable, modern, and livable city, the provincial People's Council has determined that it must take the lead in shaping institutions.
Regarding the orientation for formulating specific mechanisms and policies in the coming period, the council will focus on three strategic solution groups:
First, it will establish a comprehensive legal framework to achieve breakthroughs in infrastructure and spatial development. The council will prioritise making decisions on mechanisms for resource mobilisation and allocation to complete the strategic backbone infrastructure system.

The focus lies in creating a solid legal framework for inter-regional transport connectivity projects, digital infrastructure, ring roads, and the Gia Binh International Airport infrastructure, alongside the establishment of a free trade zone and a large-scale specialised economic zone to generate spillover effects for the entire region.
Second, we will enact superior policies to drive the transformation of the growth model and attract high-quality investment.
This will be accompanied by policies for high-quality human resource development, fostering close linkages between training institutions, research institutes, and enterprises.
Third, the people will be placed at the centre of all policies regarding social welfare and social development.

As the local organ of state power, the provincial People's Council will continue to comprehensively innovate its operational methods, enhance the effectiveness and efficiency of its oversight and decision-making on critical, practical issues, and work alongside the administration to build a streamlined, effective, and efficient government system that meets the expectations of voters and the people.
Could you please outline the differences regarding the organisational structure, management methods, and autonomy as Bac Ninh transitions from a provincial model to a centrally-run city?
These core differences are clearly reflected in three main areas:
On organisational structure, we will continue to operate and optimise the two-tier local government model (comprising the city level and the commune/ward level) in a streamlined, professional, modern, valid and effective manner.

About management methods, the city administration will shift decisively from a command-and-control administrative approach to a development-facilitating and data-driven governance model.
Regarding autonomy, upon becoming a centrally-run city, there will be a significant increase in proactiveness and autonomy regarding decision-making on spatial development planning, the mobilisation of financial and budgetary resources, land management, public investment, and the issuance of specific mechanisms to attract national and international strategic resources.
How will the benefits and status of residents change once Bac Ninh becomes a centrally-run city?
Upon becoming a centrally-run city, bolstered by increasingly robust economic potential and budget revenues, Bac Ninh will be better positioned to expand and elevate social welfare standards.
Regarding administrative procedures and personal documents, competent authorities have devised a methodical, scientific, and rigorous plan to ensure that the legitimate transactions of organisations and citizens remain unaffected.
Residents will not be required to undergo a mass replacement of personal identification documents. Existing documents that remain valid may continue to be used as usual.
All policies, resolutions, and actions undertaken by the city People's Council and political system in this new phase will be rooted in the practical interests of the people.
Could you please outline the policies the People's Council intends to adopt regarding social housing, healthcare, and education, in light of the significant influx of migrants, to ensure a steadily improving quality of life for the population?
Deeply understanding that "settling down" is the prerequisite for "thriving in one's career," the People's Council consistently prioritises the well-being of its residents, particularly workers and low-income earners.

The province has proactively identified and allocated land in prime locations near industrial zones for the development of social housing and worker accommodation.
The council will continue to enact policies and accelerate large-scale projects, mandating that new urban areas include comprehensive social infrastructure such as kindergartens, playgrounds, and supermarkets so that migrant workers can work with peace of mind, commit to the region long-term, and regard Bac Ninh as their second home.
Concurrently, rapid population growth inevitably places pressure on the healthcare system. The People's Council will prioritise resource allocation to upgrade and modernise the healthcare network at all levels, from the provincial down to the grassroots.
Furthermore, nurturing the next generation is a crucial objective in meeting the aspirations for advancement in the digital era.
The council has approved and is vigorously implementing schemes to invest in school facilities, ensuring that the province remains a national leader in the proportion of permanent classrooms and schools meeting national standards.
In parallel, Bac Ninh is actively preparing optimal conditions to attract major universities to establish local campuses, thereby forming research and high-quality human resource hubs to capitalise on a wave of new technologies.
Every policy decision made by the provincial People's Council is driven by a humane objective: ensuring that everyone who comes to Bac Ninh - whether a local resident or a migrant worker - feels a sense of warmth and safety, and enjoys a modern, compassionate, and livable environment.
