Focusing investment in hi-quality key schools

(BGO) – The Bac Giang provincial Standing People’s Council on September 24 convened a regular meeting under the chair of Bui Van Hai, Member of the Central Party Committee, Secretary of the provincial Party Committee, Chairman of the provincial People’s Council.

At the session, Director of Department of Education and Training (DoET) Tran Tuan Nam reported explaining about the execution result of the “Developing hi-quality key secondary schools in the province for the period of 2015 - 2025” project. He revealed that over 140 billion VND (6 million USD) has been mobilized by the localities to improve the facilities.

Additionally, the province now has 10 hi-quality key secondary schools in which Le Quy Don Secondary School (Bac Giang city) was newly built while 9 others were constructed as districts’ key secondary schools. There have been dramatic changes in the quality of mass education, searching and training for talented students in several localities.

Apart from the gained achievements, the provincial education sector affirmed some shortcomings in execution including irregular consultation, summary and coordination among the districts, city, DoET and competent agencies; target neglection in some localities and reliance on budget investment.

Meanwhile, some school leaders did not actively advise the authority to apply strict methods in land clearance, area expansion that led to the delayed execution progress while lacking the prioritized policies and mechanisms for good teachers and talented students. 

At the event, Vice Chairman of the provincial People’s Committee Le Anh Duong pressed on the project target that is to build the typical model on renewing teaching method, attracting good students in the communes and towns. Accordingly, the localities’ leaders should actively arrange and appoint the good teachers to teach at these schools without adding the regular staff while stabilizing the operation at other educational facilities in the district.

Also, measures should be shown to avoid negative action in the entrance exam for the hi-quality class and key schools.

Concluding the meeting, Secretary Bui Van Hai pressed that the high-quality key schools must satisfy the criteria of national standard schools with qualified facilities, good teachers as the typical model in renewing the teaching content, scheme and method. Moreover, the educational activities should be organized so as to encourage the spirit of good teaching and studying for the teachers and students.

The students must be selected carefully to these schools. The advantaged localities are recommended to build new schools, classes and canteens while the provincial budget will prioritize the investment in the equipment for the classrooms.

The provincial Secretary urged the education sector to evaluate the result of 3-year execution, receive the comments for a timely adjustment as well as collaborate with competent agencies to early research and advise for more suitable policies that help lure the good teachers to the high-quality key schools.
