Implementing Resolution 110: Thousands of new apartments for workers
BAC GIANG - After three years of implementing Resolution No. 110-NQ/TU dated June 9, 2021 of the provincial Party Committee’s Standing Board on social housing development for workers in the province to 2025, with orientations to 2030 (Resolution 110), Bac Giang has achieved many positive results.
Thousands of workers from far places now have safe, clean and beautiful accommodations, with their quality of life improving. In the coming time, specialised agencies will continue to provide advice on solutions to fix shortcomings, meeting meet workers’ housing needs.

To effectively implement Resolution 110, Party committees, authorities at all levels, Fatherland Front committees and mass organisations, agencies and units in the province have promoted dissemination of the resolution in many forms among civil servants, public employees, workers and people.
According to the provincial Department of Construction, Resolution 110 determines the development of social housing for workers with modern and synchronous technical and social infrastructure, and good living environment quality. By 2025, about 80% of housing needs for workers in industrial parks and clusters will be met.
In 2023, the department has coordinated with the Center for Housing and Real Estate Market Research under the Ministry of Construction to organize a survey to re-assess the housing needs of workers to give advice regarding the adjustment of the scheme on social housing development for workers in the province until 2025, with a vision to 2030. It is forecast that by 2025 there will be more than 57,290 workers in need of housing, equivalent to 30,872 apartments.
Since 2021, the province has implemented 14 social housing projects for workers and low-income earners, using 60.56 hectares of land and about 19.7 trillion VND (773.6 million USD). To date, two have been completed, with a total of 3,778 apartments, while 12 others are under construction.
The total number of the 14 projects’ apartments by the end of 2025 is 28,015, meeting the goal of satisfying the housing needs of 80% of workers in industrial zones and clusters by 2025 set in Resolution 110.
In general, after three years of implementing the resolution, in addition to creating a change in awareness, the attraction of investment in social housing has been promoted, thereby luring many large-scale projects. Some projects have been completed, creating a new look for social housing for workers in the province and partially meeting the housing needs for labourers in industrial parks and clusters. This is also consistent with the policy on social housing development of the country.
During the implementation process, Bac Giang has always closely followed real conditions and arising issues to make directions that bring benefits to workers and ensure their rights.
Recently, Phan The Tuan, Vice Chairman of the provincial People's Committee and member of the Party delegation to the provincial People's Committee, inspected the implementation of some social housing projects in Yen Dung district and Viet Yen township.
Grasping the real situation, he emphasised that the province has always paid attention to the development of social housing projects to help workers have stable housing so that they can feel secure in long-term working. Therefore, it has allocated land areas in "prime locations" to businesses to invest in building social houses.
To speed up project progress, he requested specialised agencies to regularly inspect and supervise the construction of ongoing projects, ensuring planning, design documents, and quality. The People's Committees of districts, township and city with social housing projects should proactively coordinate in site clearance for the projects, and soon have clean land allocated to investors in 2024.
Project investors need to be proactively and actively invest in the construction, business, management and operation of social housing projects, meeting housing needs for workers.
