Luc Ngan diversifies resources to help poor households improve housing
BAC GIANG – The elimination of temporary and dilapidated houses, Luc Ngan district, Bac Giang province has faced many difficulties due to its large area, with more than 2,000 poor households, mostly ethnic minorities, and a large number of makeshift and dilapidated houses.
Continuing to promote the spirit of solidarity and mutual support, this year the locality is determined to eliminate 100% of makeshift and dilapidated houses through social sources and flexible methods, creating confidence in "settling down" among local residents.

For many years, the construction and repair of houses for poor and near-poor households in Luc Ngan district has been paid attention with proactive, flexible and creative ways. Notably, through the activities of the Fatherland Front and socio-political organisations, the locality has mobilised great attention and support from the community to build "Great Solidarity" houses.
One of the effective ways the district has taken is to mobilise a variety of support resources. In addition to financial support from the community, Luc Ngan has raised donations and help from clans and families, along with workdays from the police and army forces as well as members of mass organisations.
At the same time, it has promoted the role of reputable people among ethnic minorities to persuade people to effectively participate in the programme to eliminate makeshift and dilapidated houses.
Tran Thi Loan, 67, in Che village, Phuong Son commune is in a particularly difficult situation. Her husband passed away early, so Loan has raised seven children. For many years, she and her children had to live in a ramshackle house, so they were afraid of heavy rain or strong winds.
Grasping that difficult case, the Fatherland Front Committee and Elderly Association in Phuong Son commune raised 67 million VND (2,680 USD) from the community, plus workday support from relatives, and mass organisations, to help Loan build a new house on an area of more than 100sq.m at a cost of about 300 million VND (12,000 USD).

During the 2021-2023 period, the Fatherland Front committees at all levels in Luc Ngan district have coordinated with member organisations to mobilise nearly 22 billion VND to build and repair 623 "Great Solidarity" houses for poor and near-poor households.
In 2022, the district Fatherland Front Committee advised the Mobilisation Committee for the Fund for the Poor to support 31 extremely difficult households with 100 million VND each to build houses.
Focusing on solving difficulties
This year, Luc Ngan district plans to remove 243 makeshift and dilapidated houses, with a total cost of about 13 billion VND. From provincial and district funds, Luc Ngan has basically prepared enough resources to carry out this work.
According to Le Xuan Thang, head of the district Mass Mobilisation Committee and Chairman of the district Fatherland Front Committee, socio-political organisations in the district all registered to donate workdays and materials to support their poor members.

A difference, Luc Ngan district has mobilised the engagement of many military units stationed in the area to provide support in terms of work hours as well as funds to remove makeshift and dilapidated houses. It has also dedicated additional funds to directly support especially difficult households.
Many businesses donated construction materials. In addition to the district's launching ceremony, all communes and towns organised their own ceremonies and issued an open letter calling on locals and those living far from home to support the removal of makeshift and dilapidated houses.
The district's view is to give the highest support to those in need and promote communications to help people understand that this is a great opportunity to help them have a solid house to live in, thereby arousing their determination to rise up and kick off house construction soon.
