Making breakthroughs to turn Bac Ninh into high-tech industrial hub, smart and culturally rich city: Provincial chairman

With the spirit of reviewing past achievements to continue making breakthroughs, while also looking toward the strategic goals for 2026 and the period up to 2030, Pham Hoang Son, Deputy Secretary of the provincial Party Committee and Chairman of the provincial People’s Committee, gave an interview to Bac Ninh Newspaper and Radio - Television on the key achievements and notable governance highlights in 2025, as well as development orientations for the coming period.

2025 was the first year the province operated the two-level local government model after the merger, and it was also the year when the first provincial Party Congress for the 2025-2030 term takes place. Under the pressure of many major tasks occurring simultaneously, could you please share the most outstanding socio-economic development results that the province achieved over the past year?

The year 2025 marked a historic event with the merger of Bac Ninh and Bac Giang provinces and the implementation of the two-level local government model.

Thanks to the determination of the entire political system and the consensus of the people and business community, the province continued to achieve many outstanding and comprehensive results in socio-economic development in 2025. Many of its economic indicators stood out nationwide.

First, the province successfully completed the reorganisation and merger of provincial- and commune-level administrative units, ensuring the smooth and effective operation of the two-level local government model.

It ranked first nationwide in the index for governance and service delivery to citizens and businesses in the electronic environment.

Total domestic and foreign investment attraction reached 18.6 billion USD, of which foreign direct investment (FDI) amounted to 5.5 billion USD, ranking third nationwide.

GRDP growth reached double digits, estimated at 10.27%, ranking fifth nationwide. GRDP per capita was projected at 5,852 USD, 1.16 times the national average.

Total import-export turnover hit 182 billion USD, accounting for 20% of the national total (of which exports were estimated at 94 billion USD, up 36.1% and equivalent to 126% of the plan; imports 88 billion USD, up 38.3% and 121% of the plan, resulting in a trade surplus of 6 billion USD).

Total state budget revenue reached 72.497 trillion VND (2.76 billion USD), equivalent to 127.6% of the estimate and up 34.7% compared to 2024.

The strategic infrastructure system continued to develop in a synchronised and modern manner, with a focus on implementing the Gia Binh International Airport project and its connecting routes, shaping new development space.

Many key transport axes of the province have come into operation and proven effective (the road connecting National Highway 37 - National Highway 17 - Vo Nhai, Thai Nguyen; the construction of Ha Bac 2 road and bridge connecting Branch Route 2 of Ring Road 4 with Yen Phong Industrial Park and National Highway 18). Industrial infrastructure has developed rapidly.

Currently, the province has 43 out of 52 industrial parks approved in planning, with a total land area of 13,141 hectares. Of these, 35 industrial parks have had their investment policies approved with an area of 10,495 hectares (11 new industrial parks were approved in 2025).

The leased industrial land area reached 4,087 hectares out of 7,425.07 hectares, achieving an occupancy rate of 55.04%.

The socio-cultural sector saw positive changes. The quality of elite education continued to affirm its leading position nationwide.

Activities in science, technology, innovation, and digital transformation were implemented synchronously, decisively, and effectively. National defence and security were maintained, while external relations continued to expand.

Among these important results, which achievement do you value the most, and why do you consider it a particularly meaningful highlight for the province’s development process in the new period?

The highlight that I value most is Bac Ninh’s gradual formation of a new development model based on innovation, digital transformation, and strong improvements in the investment environment.

This serves as a guiding principle for the province to shift from extensive growth to growth based on knowledge, technology, and high value-added.

In 2025, the province continued to maintain its top national position in digital transformation, with 97% of administrative procedures provided fully online and databases widely interconnected.

The innovation ecosystem has been moving vigorously, with Techfest Bac Ninh attracting 231 startup projects, the launch of a venture capital fund, and technology appraisal for more than 250 investment projects. These results affirm that innovation has become a new growth driver of the province.

Entering 2026 - a year of acceleration and foundation-building for the entire 2026-2030 period, the province will face both opportunities and challenges. Could you share the key objectives and breakthrough solutions identified by the province to maintain high growth, improve people’s living standards, and build Bac Ninh into a growth pole in the northern region?

The year 2026 is of particularly important significance. The province has identified key objectives and breakthrough solutions to maintain high growth, improve people’s living standards, and gradually build Bac Ninh into a growth pole in the northern region. Accordingly, there are three key objectives for 2026:

First, the province will maintain double-digit economic growth and restructure growth drivers toward improving productivity, quality, efficiency, and competitiveness.

Priority will be given to high-tech industry, advanced supporting industries, the semiconductor industry, the digital economy, high-quality services, and modern urban development.

The province will continue to expand agricultural development toward efficiency based on organic, green, clean, specialty, circular agriculture, high-tech application, multi-value agriculture, and climate change adaptation.

Second, the province will improve the quality of life of the people and ensure social security.

Third, Bac Ninh will form a foundation of strategic infrastructure and an advanced governance model, synchronously integrating transport infrastructure, digital infrastructure, urban development, and logistics; to develop new growth poles associated with Gia Binh International Airport; and to complete the operation of the two-level local government model in a streamlined, efficient, and modern manner.

To achieve these objectives, it is necessary to effectively implement breakthrough solutions in development thinking and institutional reform; science, technology, innovation, and digital transformation; strategic infrastructure, especially Gia Binh International Airport; high-quality human resource development; and the improvement of people’s living standards and socio-cultural development.
