Bac Ninh Party Secretary meets founder of China’s Pacific Construction Group

BAC NINH – Nguyen Hong Thai, member of the Communist Party Central Committee and Secretary of the Bac Ninh Provincial Party Committee (PPC), on October 22 met with a delegation from China’s Pacific Construction Group (CPCG) led by its founder and chairman Yan Jiehe. 

Founded in 1986, CPCG is one of the two companies under the Zhuangyan Research Institute and among the world’s top 500 enterprises. The group operates in investment, construction and infrastructure management.

An overview of the meeting.

It has established long-term cooperation with nearly 100 countries and territories, with projects in Malaysia, Ukraine and Albania, among others.

CPCG opened a representative office in Vietnam in April 2019 and established Pacific Construction Vietnam Co., Ltd. in September the same year with a charter capital of 500 million USD.

The group has signed a memorandum of understanding with Hanoi authorities on infrastructure investment worth no less than 5 billion USD for 2023–2027. The projects include the Tu Lien Bridge and access roads, as well as the Hanoi Metro Line No.5 from Van Cao to Hoa Lac, both already under construction.

Yan said infrastructure investment requires a long-term vision to avoid obsolescence and cost overruns. He affirmed CPCG’s willingness to participate in key local projects while ensuring transparency and full compliance with Vietnamese law.

The group also pledged to transfer technology free of charge and expressed interest in setting up an office in Bac Ninh to contribute to local growth.

The PPC Secretary Nguyen Hong Thai welcomed Yan and the delegation, appreciating CPCG’s experience and global reputation in infrastructure development.

He noted that Vietnam and China share close cultural and geographical ties and said Bac Ninh was eager to strengthen economic cooperation with major Chinese enterprises.

The provincial leader said the Politburo recently issued key resolutions, including Resolution No.68 on private economic development and Resolution No.57 on breakthroughs in science, technology, innovation, and digital transformation — frameworks expected to boost national competitiveness.

Bac Ninh’s economy grew 10.12% in the first nine months of 2025, with an annual growth target of 11.5%, he added.

He said the visit by Yan and his team reflected the friendly relations and shared development goals of Vietnam and China, opening new prospects for infrastructure and urban investment in Bac Ninh.

The provincial Party chief highlighted Bac Ninh’s goal of becoming a centrally governed city and a northern hub for high-tech industries by 2030.

The province is focusing resources on modern transport, urban, and logistics infrastructure, including the planned Gia Binh International Airport and regional rail links.

He encouraged capable and experienced international investors like CPCG to explore potential cooperation areas and study investment opportunities in Bac Ninh. He praised the group’s readiness to share technology and invited it to assist in establishing an Intelligent Computing Center for the province.

Bac Ninh pledged to create the most favorable conditions for CPCG, from policy incentives to administrative procedures, and assigned relevant departments to coordinate with the group in site surveys and project planning. The province also invited CPCG to provide feedback on any procedural challenges for prompt resolution.

The provincial Party Chief expressed hope that cooperation between Bac Ninh and CPCG would deepen, contributing to the comprehensive and friendly partnership between Vietnam and China.
