Party chief witnesses exchange of Vietnam–UK cooperation agreements

The Party chief’s official visit is expected to mark a new milestone in Vietnam–UK cooperation, particularly in sectors where both sides possess complementary strengths.

General Secretary of the Communist Party of Vietnam To Lam and the high-ranking Vietnamese delegation on October 30 morning (local time) witnessed the exchange of several cooperation agreements between ministries, agencies, localities, and leading corporations at the Vietnam–UK High-Level Economic Conference during his official visit to the UK.

The agreements between the two governments and ministries span a wide range of sectors, including a mutual administrative assistance agreement in customs, green finance development, funding for key projects in Vietnam, international financial centre development, international bond issuance cooperation, clean energy collaboration, a memorandum of understanding (MoU) on clean energy and grid transition, a disaster risk reduction partnership framework, and a technical assistance project on sustainable transition and climate change adaptation.

Cooperation agreements between localities and international organisations include a friendship cooperation pact between Ho Chi Minh City and Liverpool, an investment certificate for Castrol Gogoro Mobility joint venture in Vietnam’s electric motorbike sector, a cooperation agreement on developing maintenance, repair, and overhaul (MRO) facilities at Van Don Airport, and a satellite design and manufacturing partnership in Vietnam.

Notable corporate deals comprise an export credit financing partnership for renewable energy projects by the Vietnam National Industry-Energy Group (Petrovietnam) and its affiliates; continued cooperation with UK charity Facing the World to provide medical training and humanitarian surgeries in Vietnam; a 25 billion USD contract for 100 Airbus A321neo aircraft, with options for 50 more; and a 3.8 billion USD agreement with Rolls-Royce for engine maintenance and spare Trent 7000 engines for Vietjet’s A330neo fleet.

Other agreements include a 500 million GBP (660 million USD) comprehensive strategic partnership to enhance access to new medicines, support clinical trials, and transfer vaccine manufacturing know-how; training for Vietnamese professionals in International Financial Reporting Standards (IFRS); and cooperation in AI-powered English education, AI-based national exams, and the establishment of Ardingly College-branded international boarding schools in Vietnam.

Tech conglomerate FPT also signed a strategic partnership with Chelsea Football Club to leverage its digital and AI capabilities in support of the club’s digital transformation, including fan engagement, business operations, and advanced technologies.

Additional agreements cover research and development of integrated seaport–airport–logistics complexes, natural fragrance and green chemical production, and information exchange in lottery business operations.

The Party chief’s official visit is expected to mark a new milestone in Vietnam–UK cooperation, particularly in sectors where both sides possess complementary strengths.

It is also anticipated to advance the implementation of Vietnam’s core policies on science and technology, innovation, institutional reform, private sector development, education, healthcare, and national energy security — aligning with the country’s long-term vision for sustainable development and a dynamic, innovative growth era.
