Hundreds of employers get loans
One of the contents of Resolution 11 is to continue lending employers to pay wages for workers who had to stop working and those restoring production. It has been effectively implemented by Bac Giang province. With positive results, Bac Giang is in the group of localities nationwide with high outstanding loans in this field.

By the end of February, the provincial branch of the Vietnam Bank for Social Policies (VBSP) gave loans to 256 employers to pay salaries to nearly 141,000 employees with an amount of nearly 480 billion VND (21 million USD). Of which, loans to pay wages for those who had to stop working was more than 1.3 billion VND, and the rest was for those restoring production.
Up to now, the VBSP transaction office in Luc Nam district has lent six employers to pay wages to more than 6,700 employees with an amount of more than 20.8 billion VND (910,600 USD). For example, Bac Giang LNG Garment Corporation in Doi Ngo township (Luc Nam district) currently has nearly 2,300 workers.
The company has been supported with a loan package worth more than 18 billion VND (788,000 USD) from the district VBSP transaction office to pay salaries to workers. The VBSP transaction offices in districts and Bac Giang city have also focused on reviewing and disbursing capital sources for customers promptly in line with regulations. Now the province has 91 customers with outstanding loans.
Preventing taking profit from policies
In addition to giving loans for paying wages to workers who stopped working and those restoring production, Resolution 11 also provides loans to support employment and maintain and expand job opportunities; for individuals and households to purchase and lease-purchase social housing and worker housing, build or renovate houses according to the policy on social housing; and for implementation of the national target programme on socio-economic development in ethnic minority areas…
Resolution 11 plays an important role in promoting the province’s economic recovery post pandemic. Therefore, in order to effectively implement the Resolution, the provincial People's Committee has directed departments and agencies, according to their functions and tasks, to coordinate, support, and create favorable conditions for the provincial branch of VBSP to implement preferential credit policies; review and provide adequate and timely information on beneficiaries and demand for preferential loans. |
Beneficiaries include people and workers affected by the pandemic; enterprises, cooperatives, business households, and industries and fields that create a driving force for economic recovery and development. The support period is 2022 - 2023; Some policies may be prolonged and resources may be added depending on the epidemic situation.
Phan The Tuan, Vice Chairman of the provincial People's Committee, emphasized that Resolution 11 plays an important role in promoting the province’s economic recovery post pandemic. Therefore, in order to effectively implement the Resolution, the provincial People's Committee has directed departments and agencies, according to their functions and tasks, to coordinate, support, and create favorable conditions for the provincial branch of VBSP to implement preferential credit policies; review and provide adequate and timely information on beneficiaries and demand for preferential loans; regularly inspect and supervise the implementation of the policies to ensure they benefit right persons with the right purpose, avoiding taking profit from the policies.
The provincial branch of VBSP has established a working group under the direction of the provincial People's Committee, assigning tasks to each member to grasp and perform the tasks. The Department of Construction is reviewing and providing information on the guidelines and orientations regarding the construction of social housing and housing for workers in the province; the list and implementation progress of projects building social housing and housing for workers; list of cases approved to purchase and lease-purchase social housing in accordance with law.
At the same time, it coordinates with the provincial branch of VBSP to capture the borrowing needs of individuals and households to buy and rent social housing and housing for workers, build or renovate and repair houses in line with regulations.
