Stable homes to retain workers

BAC NINH – Bac Ninh is a shining example nationwide in the implementation of the project to build 1 million social housing units. By 2025, the province will complete 16,285 apartments, surpassing the target set by the Prime Minister by 2%. This result not only reflects the political determination of the province but also carries profound humanitarian significance, helping tens of thousands of workers “settle down and establish their careers” in their hometown.

Joy from social housing units

On a weekend afternoon, in the courtyard of a social housing project for workers in the new urban area of Nenh ward, the laughter of children echoes.

The playground in the social housing area of Nenh ward is filled with the joyful sounds of children playing.

Le Van Dat (from Dak Lak province) and his wife, who have been working at Van Trung Industrial Park in Bac Ninh for 8 years, had spent many years renting accommodation.

When they had a young child, they longed for a stable place to live. Dat applied for a social housing unit and was handed over a 400-million-VND (15,227 USD) apartment at the beginning of 2024.

“The apartment is only 30 sq.m, but for a couple of workers like us, this is a long-time dream. With a stable home, we feel secure in our work and consider Bac Ninh our second hometown,” Dat said joyfully.

To create these well-equipped, modern, and civilised social housing areas, in addition to the government's right policies, there has been strong involvement and high determination from many developers.

The social housing project for workers in Nenh ward is being carried out by a joint venture between Saigon - Hai Phong Industrial Park Joint Stock Company and Evergreen Bac Giang Sustainable Development Investment Joint Stock Company.

In 2024, the investor handed over block CT1 with 1,672 apartments. Block CT2, with 972 apartments, will deliver 250 units by the end of 2025.

The company aims to deliver the entire housing project before the Lunar New Year 2026 and accelerate the construction of Block CT3 (885 apartments), which is expected to be handed over in the third quarter of 2026.

The Cat Tuong Smart City social housing project (in Tam Da and Yen Trung communes), invested by Cat Tuong Joint Stock Company, has delivered 200 apartments in two blocks since mid-2025. The company is speeding up to deliver 112 more units in the second quarter of 2026.

Moreover, thousands of other apartments are set to be handed over in the coming years through various social housing projects in the province.

All of these are contributing to a substantial, continuous supply of affordable housing for workers to help them "settle down and establish their careers."

Determined to exceed 2026 target

According to Nguyen Tuan Dung, Deputy Director of the Department of Construction, following the Prime Minister's Decision No. 444 dated February 27, 2025, Bac Ninh was assigned the task of completing 15,929 social housing units in 2025.

As a result, the province has already completed or partially completed 16 projects, with 16,285 apartments delivered, achieving 102% of the target and positioning Bac Ninh as one of the leading provinces in the country in terms of social housing development.

Currently, the province is implementing 96 social housing projects, covering a total area of approximately 302.55 hectares, with a floor area of over 10.28 million sq.m.

The projects are expected to provide around 120,390 apartments. In addition to focusing on workers and low-income earners, the province is also paying attention to the development of social housing for military personnel.

Accordingly, the provincial government has allocated six plots of land, covering 5.34 hectares, to build nearly 3,800 apartments for this group.

In 2026, according to Decision 444/QĐ-TTg of the Prime Minister, Bac Ninh is tasked with completing 17,873 social housing units.

However, with a strong determination to make breakthroughs, the province has registered to increase this target to 20,000 units, an increase of more than 2,000 units over the originally assigned target.

To achieve this goal, the province has assigned relevant agencies to continue urging the ongoing projects to complete and hand over apartments to workers promptly; resolving investment, land, and loan-related obstacles to start new projects; and reviewing and supplementing land reserves to ensure the sustainable and long-term development of social housing.
