The score marked the province’s highest result since the index was introduced, with four out of six component indicators exceeding 97%. Online public services and online payments both recorded perfect scores of 100%.

Other indicators showed continued improvements in service delivery, with on-time processing reaching 98.8%, citizen and business satisfaction at 99.2%, and digitalisation of administrative records at 97.0%.

The transparency indicator stood at 88.3% and was identified as an area requiring further improvement in 2026.

The results reflected strong leadership from the provincial Party Committee and People’s Committee, coordinated efforts by departments and local authorities and a high level of responsibility among civil servants in handling administrative procedures.

As of December 31, 2025, Bac Ninh had received more than 1.33 million administrative applications, with online submissions accounting for 96.91%. The rate of on-time and early processing reached 98.65%.

At the provincial level, online submissions accounted for 99.99% of applications, while the rate of on-time and early processing stood at 99.91%. At the commune level, online submissions reached 82.68%, with on-time and early processing at 99.96%. Electronic notarisation files accounted for 91.07% of all notarisation records.

BAC NINH - In 2025, the voluntary blood donation movement in Bac Ninh continued to expand, becoming a regular humanitarian activity supported by government agencies, businesses and local communities.
