Staying united in building prosperous Bac Ninh towards centrally run city status
BAC NINH - The Spring of the Year of the Horse 2026 opens a new stage of development for Bac Ninh - a land rich in cultural, revolutionary, and Kinh Bac heritage.
The year 2025 concluded with many significant milestones: the successful completion of the 2021–2025 five-year socio-economic development plan; the successful organisation of Party congresses at all levels and the first provincial Party Congress for the 2025–2030 term; and the official operation of the two-tier local government model following the administrative unit rearrangement from July 1, 2025.

Unity, resilience, and creativity are the sources of strength enabling Bac Ninh to confidently enter a new phase of development with higher vision and greater ambitions.
Looking back on 2025, a solid foundation for the journey ahead is clearly evident. Amid intense strategic competition and unpredictable global economic fluctuations, the province maintained stable growth momentum, successfully meeting or exceeding 17 out of 18 key socio-economic indicators.
The two-tier local government model has proven effective, expanding development space and unlocking greater resources and growth potential. These achievements continue to affirm Bac Ninh’s position as a dynamic growth pole of both the region and the country.
A foremost highlight is the strong transformation in the organisation and operation of the two-tier local government model. The administrative restructuring was implemented methodically and in compliance with regulations, resulting in 99 commune-level administrative units.
The political system from the provincial to grassroots levels has been streamlined to enhance efficiency and effectiveness, with strong decentralissation and delegation of authority.
Administrative discipline and accountability of state agencies and leaders have been strengthened, while processing times for many administrative procedures have been shortened, creating greater convenience for citizens and businesses.
The two-tier local government model ensures unified leadership and direction while encouraging initiative and creativity at the grassroots level.
The provincial economy continued to grow at a high and stable rate, remaining among the leading localities nationwide.
Its Gross Regional Domestic Product (GRDP) in 2025 is estimated at over 522 trillion VND (20.1 billion USD), with a growth rate of about 10.27%, ranking fifth nationwide and fourth in the Red River Delta, making Bac Ninh one of six provinces achieving double-digit growth.
GRDP per capita reached approximately 5,852 USD, exceeding the national average. The economic structure has shifted positively, with industry continuing to serve as the primary growth driver.
Total import-export turnover is estimated at around 182 billion USD, accounting for nearly 20% of the national total, maintaining Bac Ninh’s status as one of Vietnam’s two largest import-export hubs.
Foreign direct investment (FDI) attraction remains among the top three nationwide, underscoring the province’s strong investment appeal.
State budget revenue is estimated at over 72 trillion VND, exceeding the estimate by more than 127.6% and increasing by over 34% compared to 2024, thereby expanding resources for socio-economic development.
The trade and services sector has become more vibrant, closely linked with urbanissation and the expansion of economic space. High-quality commercial and service centres has continued to be developed, while many tourist areas and destinations have been effectively utilised.
Millions of tourists chose Bac Ninh as a destination in 2025. Tourism products associated with heritage, festivals, and craft villages have been upgraded, creating added value and enhancing the image of a dynamic, hospitable Bac Ninh–Kinh Bac.
Within the overall growth picture, agriculture has undergone a clear transition toward an ecological, modern, and sustainable direction. Numerous concentrated production zones and high-tech, organic farming models have been expanded.
The “One Commune, One Product” (OCOP) programme has delivered positive outcomes, contributing to higher incomes, improved livelihoods, and rural stability.
With harmonious development of industry, modern services, and multi-value agriculture, Bac Ninh affirms its dual identity as both the “electronic industrial capital” and a land of distinctive, high-quality agricultural products.
Infrastructure - identified as a strategic breakthrough - has continued to receive strong investment. Several major transportation projects have been completed, including Gia Binh International Airport, Ring Road 4, Ha Bac 2 Bridge, and the new span of Xuong Giang Bridge, helping shorten travel times and expand development space.
Urban infrastructure upgrades across wards and communes have been implemented in a synchronised manner. Planning efforts emphasise green, smart, and modern development while balancing economic growth with landscape preservation and cultural identity.
Digital infrastructure capacity continues to improve, laying a solid foundation for comprehensive digital transformation across the province.
The cultural and social sectors continue to reflect a development approach that places people at the centre. National defence and security are firmly maintained, ensuring a stable environment for development.
From the realities of 2025 and the entire 2020–2025 period, Bac Ninh has drawn many lessons of long-term significance that will decisively shape its new development journey.
2026 is a pivotal year of great importance, marking the first year of implementing the 2026–2030 five-year socio-economic development plan, as well as the organisation of the 14th National Party Congress and the elections of deputies to the 16th National Assembly and People’s Councils at all levels for the 2026–2031 term.
For Bac Ninh, 2026 is the starting point for realising the goal of becoming a centrally governed city before 2030. This requires achieving GRDP growth of 12.5–13%, while placing even greater emphasis on improving the quality and sustainability of growth.
To achieve the objectives for 2026 and lay a solid foundation for the new development phase, the province will focus on several key tasks and solutions.

First and foremost, it will continue to prioritise Party building and rectification as the central task of the entire political system; maximise the effectiveness of the two-tier local government model; proactively improve institutions, mechanisms, and policies aligned with practical realities to create breakthroughs in the investment and business environment and mobilise social resources.
The economic structure will be reoriented toward modernisation, greenness, and digitalisation, based on two main pillars and one stable support base.
The province will focus on developing high-tech, green, and digital industries, gradually forming a modern industrial ecosystem closely integrated with global value chains.
In parallel, it will accelerate the development of commercial convenience and modern service sectors, particularly logistics, finance, education, health care, information technology, cultural, spiritual, and eco-tourism, so that Bac Ninh can soon become an important service and logistics hub of northern Vietnam.
Planning will stay one step ahead, and infrastructure will be developed in a synchronised, modern, and multi-dimensional manner. Cultural and social development will be promoted comprehensively, with people at the heart of development.
Entering the Spring of the Year of the Horse 2026, Bac Ninh stands before a major opportunity to make stronger breakthroughs.
With the solid foundation built in 2025 and the preceding period, there is every reason to believe that Bac Ninh will achieve robust development, truly becoming a place for converging and spreading the quintessence of a land rich in tradition, making an important contribution to the country’s overall development in the new era.
