Van Trung social housing project meets workers’ needs

(BGO)  - Viet Yen district, Bac Giang province is home to many industrial zones and clusters that attract hundreds of thousands of workers, so the demand for accommodation here is huge. The Van Trung social housing project, which is underway, will meet part of that demand.

Currently, Bac Giang has four operating industrial zones (IZs). Projects and enterprises operating in industrial zones have attracted and created jobs for about 85,000 workers.

Most of these workers have to hire rooms themselves in villages and residential areas near their workplace. Meanwhile, most of the rented houses are not built up to the standards, resulting in traffic jam and problems in environmental sanitation, order and security. This affects those who want to work here for a long term and have demand for a stable life with essential facilities such as school, hospital and trading center.

In order to solve the above problems, besides promoting investment attraction and creating favorable conditions for enterprises to operate, Bac Giang has also paid attention to social infrastructure development and had incentive mechanisms to encourage businesses to build social houses and those for workers.

A series of projects of this kind are being implemented, of which the Van Trung social housing project has its detailed construction plan approved by the Chairman of the provincial People's Committee on an area of 16.68 hectares. The detailed construction and land use plans have been adjusted from land for monitoring center and warehouses to residential and service land with a population of about 15,000.

The project consists of 28 social housing buildings for workers (18 storeys) and 15 commercial housing buildings (3 storeys), with a total floor area of 270,000sq.m, including houses for social and commercial purposes, market-trade center, cultural house, health station, multi-level school, and system of technical infrastructure works ... The investor of the project, Fugiang Co., Ltd. (Taiwan - China), has been selected by the provincial People's Committee in the form of appointing investors according to the Housing Law 2014.

Dao Cong Hung, head of the Housing and Real Estate Market Management Division (the provincial Department of Construction), said that the project is being carried out on an area of 5.5 hectares. The Department of Construction has licensed the construction of three social housing buildings (A11, A13 and A15) and attached technical infrastructure.

Now 16 storeys of the A15 building have been completed while the basements of the A11 and A13 buildings are under construction. Regarding the site clearance, concerned parties are persuading people to receive compensation money.

Strictly abiding by legal regulations

Vi Thanh Quyen, Deputy Director of the provincial Department of Construction, said that in 2007, the Prime Minister issued a written document approving the plan to invest in building the Van Trung industrial zone, urban - service area and golf course complex.

The Van Trung social housing area project is under promptly construction.

In November 2009, the Government Office issued a written document allowing the People's Committee of Bac Giang province to approve the detailed planning for the construction of the Van Trung Industrial Zone in the industrial zone-service area model based on the plan ratified by the Ministry of Construction, including two separate areas: the industrial zone and the service-housing area.

After adjustment, on November 10, 2016, the Chairman of the provincial People's Committee issued Decision No. 1800/QD-UBND approving the detailed planning for the construction of the Van Trung workers' housing area, at a scale of 1:500 on 16.68 ha. On July 28, 2017, the Chairman of the provincial People's Committee issued Decision No. 1302/QD-UBND approving the adjustment of the planning, renaming the project "the Van Trung social housing area".

Regarding this project, the Standing Board of the provincial Party Committee also gave opinions and the Economic and Budget Committee of the provincial People's Council verified and agreed on the investment plan.
