Advanced new rural areas in Phuc Hoa commune
Turn limitations into strengths
In spite of being a purely agricultural commune, Phuc Hoa's agricultural production depends entirely on natural water sources. Most of local terrain is low hills and mountains together with terraced fields... These seemed to be difficult and hinder the development.

But thanks to the right policy along with the intelligence, creativity and diligence of the people, the locality turned these limitations into strengths.
The rice crop that has been associated with farmers for many generations is now almost gone in Phuc Hoa. It was replaced by fruit trees, including early ripening lychee, pear guava, sweet pomelo with a total area of nearly 900 hectares.
Chairman of the Commune People's Committee Ngo Van Tiep said: "Now the commune has built concentrated fruit growing areas. Particularly, the commune has 3 growing area codes for early lychee production in line with VietGAP and GlobalGAP standards on total area of over 600 hectares. These areas ensure eligibility for export to China, Japan, US and EU markets. In recent years, Phuc Hoa early lychee products have become famous nationwide and been recognized as a typical product of the province, meeting 4-star OCOP standards. Each year, lychee brings in nearly 250 billion VND (10.5 million USD) in revenue for people."
Phuc Hoa also has guava farms covering 69 hectares and other fruit trees. Promoting the advantages of hill garden economic development, local people also focus on poultry farming. Some families cooperate with Korean partner to regularly raise hundreds of sows and thousands of pigs.

Besides, more than 300 households in the commune providing transportation, general business and construction services. The average annual income reached 54.5 million VND/person/year, nearly twice that of 2016 (after meeting new style rural standards). The multidimensional poverty rate is below 5 percent.
Efforts taken to upgrade criteria
Phuc Hoa commune was recognized as new style rural commune early from 2016. The Party Committee and the authority set a higher goal to continue the journey of "upgrading" the criteria and successfully build an advanced and exemplary new style rural area, bringing a better life to the locals.
To achieve this goal, the Party Committee and Commune People's Council issued a Resolution. The Commune People's Committee, Fatherland Front and organizations regularly launched emulation movements to build models associated with building advanced new style rural areas.
Thanks to the high and smooth consensus in building new style rural areas, all movements have been responded and actively participated by the people. The locals have voluntarily contributed their labor, money and donated land to pave the way for projects serving the whole community.
From these movements, the appearance of rural areas is improved. The advanced rural areas criteria are met and exceeded.
Village roads and alleys everywhere are expanded and reinforced together with direction signs, lights, speed bumps as well as green, clean and beautiful landscape and environment.

Cultural institutions meet the living and entertainment needs of more than 7,000 people in the commune. All 11 villages have stadiums, entertainment spots and outdoor sports equipment to serve physical practice. The medical station and the commune's cultural house are spacious. Schools at three levels meet national standards.
The commune has a library and community learning center. Political security and social order and safety are consolidated. People's material and spiritual lives are much improved.
Phuc Hoa was also selected as a pilot commune to implement the commune-level digital transformation model under the direction of the Provincial People's Committee. This is like a breath of fresh air for Phuc Hoa to strive to build a smart commune model in the coming years.
