Authorization of origin certification streamlines procedures for exporters
BAC NINH - From October 1, 2025, under Vietnam’s policy of decentralisation in the industrial and trade sectors, provincial authorities have authorised local Departments of Industry and Trade to issue certificates of origin (C/O) for goods. The move marks a significant shift aimed at shortening procedures, cutting administrative red tape and creating more favourable conditions for exporters.
In Bac Ninh province, the People’s Committee has assigned the Department of Industry and Trade to take charge of issuing C/O certificates locally. Previously handled by the Ministry of Industry and Trade, the process can now be completed at the provincial level, saving businesses time and costs.

Ha Phong Garment Export Joint Stock Company, based in Hiep Hoa commune, is one of the province’s largest garment producers, employing nearly 8,000 workers with an average monthly income of more than 10 million VND per person.
The company records export revenues of tens of millions of U.S. dollars annually, with the United States as its key market.
The U.S. market imposes strict requirements on technical standards, design quality and, in particular, product origin. Under the new arrangement, procedures for origin certification are handled directly by the provincial Department of Industry and Trade, allowing applications to be processed and certificates issued within the same day.
The simplified process has reduced steps and made online submissions more convenient for exporters.
Similarly, BGG Yen The Garment Joint Stock Company has recently been granted certificates of origin by the Bac Ninh Department of Industry and Trade, facilitating exports to multiple markets and helping enhance the company’s credibility and business opportunities.
In the agricultural sector, the Bac Ninh Department of Industry and Trade has provided timely support to Khang Khang Import-Export Co. Ltd., based in Lang Son province, in obtaining certificates of origin.
As a result, the company has successfully carried out more than 100 shipments of fresh jackfruit sourced from Dong Thap province for export to China, ensuring legal compliance and faster customs clearance.
In trade activities, certificates of origin are often described as a “passport” for goods, granting access to tariff preferences while confirming the legality, transparency and traceability of products.
While the Ministry of Industry and Trade previously handled the issuance of C/O certificates before delegating the task to localities, from October 1, 2025 Bac Ninh province has officially assigned the responsibility to its Department of Industry and Trade.
The department is required to maintain all necessary conditions and approvals in line with legal regulations.
To date, it has issued around 200 certificates of origin, mainly Form E, for agricultural exporters shipping goods to China through land border gates in Lang Son, while also supporting several products entering the U.S. market.
The Import-Export Department under the Ministry of Industry and Trade has notified relevant agencies, customs authorities and partners of Bac Ninh’s authority to sign certificates of origin across multiple forms, including Forms D, E, AK, AJ, AANZ, AI, AHK, RCEP, X, S, VN-CU, CPTPP, VI, EAV, VC, VK, EUR.1, EUR.1 UK, B and VJ.
