Bac Giang accelerates budget collection from year-beginning

(BGO)- This year, the Bac Giang provincial Department of Taxation is assigned to collect more than 8.9 trillion VND (386 million USD) for the State budget, up from the previous year. To accomplish this task, the taxation sector has been implementing many drastic measures since the beginning of the year.

According to the provincial Department of Taxation, last year, despite the complex developments of the Covid-19 pandemic, the taxation sector well organized the tax collection. State budget revenue of the province reached 12.25 trillion VND (531.4 million USD), equal to 120 percent of the estimate assigned by the provincial People's Committee and 132 percent of the estimate set by the Government. Bac Giang completed and surpassed 14 out of 16 targets. Only two areas failing to achieve their goals were collection of fees for granting mineral mining rights (reaching 65.2 percent of the estimate) and registration fee collection (93.2 percent). The reason was that 2020 was the first time the province held auctions of mining rights, mainly at the end of the year, so many mine owners have not yet exploited minerals and paid for the grant of mining rights.

Le Ba Ngoc, Director of the provincial Department of Taxation, said that the results of State budget collection last year were the foundation for the unit to continue striving to complete this year's target. However, the task set for the tax sector is quite heavy and challenging because the Covid-19 pandemic is negatively impacting production and business activities of most enterprises. While many businesses have not fully recovered, the pandemic has continued to ravage the country since earlier this year. By the end of January 2021, the total State budget revenue of the province reached 1.284 trillion VND (55.7 million USD), up 25.3 percent over the same period last year, but the collection of taxes and fees decreased by 6.1 percent.

Surveys show that many tax collection targets achieved low results such as revenues from central and local state-owned enterprises, environmental protection tax and personal income tax.

Amid the above difficulties, in order to fulfill the budget collection according to the assigned estimate, right from the beginning of the year, the department has closely followed the resolutions of the Government and the Resolution of the 19th provincial Party Congress for the 2020 – 2025 tenure on the State budget collection task. Accordingly, it has assigned specific collection tasks to the regional tax offices and sub-departments and each staff associated with launching emulation movements, striving to exceed the estimate by 5 percent.

Along with the above solution, the department continues to implement tax management projects; closely monitor the collection progress each month and quarter; assess and analyze in detail each area and each tax for timely collection adjustments.

Right from the end of last year, the regional tax sub-departments have reviewed organizations, units and individuals to set up a license tax management team to organize the tax collection in January 2021. In addition, it has fully tapped budget revenues, especially revenues from land funds for implementing residential and urban area projects, real estate transfer and mining rights fees... According to Luong Van Binh, head of the Taxation Sub-Department of Lang Giang - Luc Nam region, in addition to collecting ordinary taxes, right from the beginning of the year, the agency has focused on reviewing mineral mines to hasten the collection of fees for granting mining rights according to the law. In order to avoid revenue losses, it has also strengthened tax inspection, examination, declaration and accounting.

As a new point, this year the tax sector has advised the provincial People's Committee to establish a Steering Committee for preventing State budget revenue losses and its assisting group. The Department of Taxation is also working with related sectors to develop a scheme on tasks and solutions to early self-balance regular revenues and expenditures in the first quarter of this year to submit to the provincial People's Committee. In addition to implementing tax management solutions, in 2021, the department continues to focus on solving difficulties for the business community and taxpayers affected by the Covid-19 epidemic in order to help them soon stabilize production and business, create jobs for laborers, and keep stable budget revenues. It will promote the reform of administrative procedures, the application of information technology in tax administration to help enterprises and taxpayers exercise their tax rights and obligations in the most convenient way.
