Bac Giang focuses on improving infrastructure in especially difficult villages
In 2016, the province had 407 particularly disadvantaged villages in the communes of three ethnic minority-inhabited and mountainous areas. According to a survey by the provincial Committee for Ethnic Affairs, infrastructure in these villages was very poor.
The irrigation works could only bring water to 28.4 percent of the cultivated area, and the rate of concrete roads was 17.3 percent. Therefore, poor households accounted for 61.15 percent (in 2016). With such a low starting point, both resolutions on supporting infrastructure investment in the most difficult villages and hamlets in the province have been implemented to reduce poverty sustainably.

With the motto "The State supports, the people work together", the competent agencies and local authorities at all levels have organized the methodological implementation in all stages, from surveying and making lists of works to be invested to allocating capital sources and building them. In particular, each project mobilized all resources, including the important contribution of the people by donating land and workdays. Dong Man village, Vo Tranh commune (Luc Nam district) is an example. In the past, it was among the villages with very poor transport infrastructure.
Tran Cong Bo, Vice Chairman of the communal People's Committee, said: “When receiving the allocated capital under the resolutions, we prioritized building a bridge to both avoid floods and connect trade to help local people sell agricultural and forestry products more favorably. After 5 months of construction, the new bridge was completed, helping Dong Man village no longer be divided when floods come. When the commune planned to build the bridge, the villagers voluntarily donated money, workdays and land to make a road leading to the bridge.

Receiving 1 billion VND (43,490 USD) in support under Resolution No. 34, Phong Minh commune (Luc Ngan district) combined it with the capital from the Government’s Programme 135, which aims to boost socio-economic development in particularly disadvantaged communes in ethnic minority-inhabited and mountainous areas, to build a cultural house for the people in Nun village. Dang Thi May, a Dao ethnic, said: "The village now has a spacious cultural house, offering a place for locals to meet and organize cultural and sport activities".
In the whole period of 2016-2020, the total funding for the 62 most difficult villages in the province was 279.6 billion VND (12.16 million USD). Of which, 72 billion USD from the provincial budget (under the two resolutions) was used to build 61 traffic and irrigation works. In addition, it also included more than 45 billion VND from Programme 135, the support capital for cement under Resolution No. 06/2018/NQ-HDND of the provincial People’s Council, 3.8 billion VND in reciprocal capital of the districts, preferential credits and other social sources. Thanks to the funding, infrastructure in disadvantaged areas has been significantly improved.
Currently, the province has 244 particularly disadvantaged villages in the communes of three ethnic minority-inhabited and mountainous areas. Vi Thanh Quyen, head of the provincial Committee for Ethnic Affairs, said that based on the Resolution of the 19th provincial Party Congress for the 2020 – 2025 tenure and the action plan of the provincial People's Committee to implement the resolutions on building special mechanisms and policies for specially difficult villages in ethnic minority-inhabited areas, the committee is taking steps to propose the issuance of the policy “Supporting investment in building 71 underground works serving people’s life in especially difficult ethnic minority areas in the 2022-2025 period”. The initial investment capital is estimated at nearly 137 billion VND (5.95 million USD). Out of a total of 148 points crossing streams that need underground works, 71 should be prioritized to be built immediately to facilitate travel of nearly 10,000 households. With the motto of making practical investments and prioritizing the completion of infrastructure first, hopefully when the resolution is passed, there will be new works to help people in extremely difficult areas have a better life.
