Bac Giang makes joint efforts to build civilised urban areas
BAC GIANG - Implementing the movement to build civilised urban areas, many wards and towns in Bac Giang province have had creative and effective ways to meet the criteria, contributing significantly to realising the locality’s political tasks.
Flexible ways
For the status of civilised urban area, for many years, the Party Committee and People's Committee of Bich Dong ward, Viet Yen township has focused on urban planning, focusing resources on infrastructure construction.

The headquarters of the ward People's Committee, the ward's multi-purpose house, and cultural houses of residential groups have been upgraded and renovated to meet the needs of meetings and cultural, art and sports activities. Roads have been cemented or asphalted while lighting systems installed, and trees planted. The work of ensuring urban order and environmental sanitation has been strengthened.
In Bac Giang city, since 2020, with financial support from the city and residents’ donations, wards have asphalted nearly 80 roads and alleys with a total length of more than 20 km; built, repaired, and upgraded nearly 80 cultural houses and sports areas. Many streets have security surveillance cameras and 100% of alleys have lighting systems. There are no more wedding tents set up on main streets. Up to now, all 10 wards of Bac Giang city have met the criteria of a civilized urban area.
Thanks to active implementation, by the end of 2023, the whole province had 25 out of 27 wards and towns recognised as civilised urban areas, reaching more than 92%.
Overcoming difficulties
The movement to build wards and towns that meet the standards of a civilised urban area has been implemented for many years in conjunction with the movement of "All people unite to build a cultural life". It has been strengthened after the Government issued regulations on criteria and procedures for recognising a civilised urban area.

The nine criteria include urban planning; urban traffic; environment and food safety; security and order; urban information and communication; employment, income and poor households; culture and sports; health and education; political system and responsibilities of urban authorities.
In reality, many wards and towns have faced difficulties in implementing criteria on environmental protection, waste treatment, and ensuring security, social order and safety. In early 2024, Viet Yen township was established, and its nine communes and towns became wards.
According to Project 216 issued on July 31, 2020 by the provincial People's Committee on improving the quality of the movement "All people unite to build a cultural life", in the 2021-2025 period, the province targets at least 90% of wards and towns meeting the civilised urban area standards.
The fulfillment of the criteria is not easy, but maintaining and sustaining them each year is also difficult. However, wards and towns across the province are still determined to build standard civilized urban areas in order to form a cultural environment and a civilised lifestyle, and promote socio-economic development.
Experience of localities shows that to build standard civilised urban areas, the Party Committee and authorities must issue resolutions, programmes, and plans to fulfill the criteria in line with reality; seek solutions to promptly accomplish difficult criteria, including those on security, order and environment. They should promote dissemination so that people clearly understand the purpose and meaning of the movement, thus raising awareness and actively participating in and supporting it.
According to Do Tuan Khoa, Deputy Director of the Department of Culture, Sports and Tourism, the movement has created a new look for urban areas, contributing to maintaining security and order and promoting socio-economic development.
In 2024, the department asks localities to focus on integrating it into the movement to build cultural life at the grassroots level; and replicate the creative ways of typical wards and towns. The department will coordinate with districts, townships and Bac Giang city to make serious considerations and assessments before recognise civilised urban areas.
