Bac Giang pays due attention to applying capital and land policies for cooperative
Cooperatives encounter many difficulties
As of September 2022, the province has 1,032 cooperatives (up 16 percent year on year), 827 of which are operating while others are in suspended condition. There are 4 cooperative alliances in farming sector, 122 cooperating groups in various fields.

Though there are many cooperatives, most of their managers lack of qualification and experience, especially in agriculture. Some cooperatives still confused to define the orientation for production, business and development.
To raise income per cultivation unit, the cooperatives invested huge capital to buy machine and equipment. However, they cannot access to loan capital from commercial bank because of having no collateral.
At the event, some people voiced their comment about asynchronous development of information technology, machine and equipment that caused limitations in production capability.
Creating condition for cooperative development
To clarify some relevant contents, Vice Director of the Department of Agriculture and Rural Development (DARD) Le Ba Thanh said the sector has consulted PPC to build and submit to the provincial People’s Council to issue Resolution assisting young and qualified officials to develop agriculture economy in line with the general policy. However, the cooperative needs to create good working environment, suitable welfare to lure young officials and keep well trained labours.

Regarding the preferential loan capital, the provincial Social Policy Bank (SPB) said the SPB has conducted 20 preferential credit programme but the cooperative can only approach the loan programme to create job. But the insufficient document and accounting book of many cooperatives made the procedure longer.
Speaking at the conference, PPC Vice Chairman, Head of Steering Committee for developing collective economy Phan The Tuan received and acknowledged the comments and suggestions from the cooperatives. He urged the departments, sectors and localities to renovate the communication, timely grasp and remove their difficulties.
The Department of Planning and Investment (DoPI) was directed to chair and cooperate with the departments and sectors to sum up the demand then balance and allocate the expense to support the cooperatives; consult the PPC to submit to the provincial People’s Council to further issue preferential mechanism and policies supporting various form of collective economy.
The focus should be made to new style cooperative model applying modern and advanced technology and technique to create breakthrough in collective economic development. The Department was ordered to actively consult the PPC to add more expense, renovate the operation of the Fund of cooperative development assistance.
The provincial leader ordered the DARD, DoPI to select qualified cooperatives to provide yearly assistance with investment priority to infrastructure and product processing; support to bring young labours to work at this economic sector.
The Bac Giang branch of State Bank must direct commercial banks to review, instruct and facilitate the cooperatives to access to preferential credit capital source with preferential interest rate and suitable term for production development and infrastructure construction.
The provincial Cooperative Alliance should quickly operate Cooperative Development Support Center with specific programme such as accelerating consultation and instruction to establish new style cooperative in farming sector, especially opearting in linkage model of value chain and producing local key products.
The districts and city were encouraged to further arrange local budget to support exemplary cooperative model that develop local key products, enhance cooperation and instruction for the cooperative to strictly follow legal regulation during operation.
