Right after the announcement, Chairman of the provincial People’s Committee Le Anh Duong granted an interview to Bac Giang Newspaper about this issue.

Since early this tenure, Bac Giang province has welcomed good news of a high PCI ranking. Could you please share something about this information?

This result cheers provincial leaders, local enterprises, entrepreneurs and citizens. The good news comes to the province when we are trying our best to implement the Resolutions issued at Party Congress at all levels as the expectation long time ago.

Could you please inform about the key solutions to improve the PCI ranking?

To improve the PCI, the province drastically instructed to implement various solutions including key ones to bring initial success.

The first one is to raise the awareness of leaders, governmental and local authorities, especially officials, cadres, public servants who directly handle the administrative procedures and work with the businesses.

PCI ranking is a competition among the localities with start but the end. It should be improved continuously no matter what place we rank, even the first.

Secondly, Bac Giang reviewed all administrative procedures to shorten down the handling time, prevent the cadres and public servants from harassing the enterprises. This year, the province has realized drastic solutions by changing most of the administrative procedure into level 3 and 4. By the end of 2021, all of them will be turned into level 4 when citizen in anywhere can proceed administrative procedure online.

Thirdly, the province created an equal competitive environment among the businesses by making all information public and transparent, especially about the planning, land, investment projects and property auction. Particularly, the province strongly applied online auction.

The fourth solution is to assist the business. When a person invests in the province, he must conduct many procedures from the right of land use, construction procedure, environmental issue, fire fighting matter, labourers... To support the investor, the province or Management Board of the industrial park established the Consultation group to directly instruct the big project. When the investors get assistance, they strongly believe in the provincial investment and business environment.

Fifthly, the province timely grasped the enterprises’ difficulties and obstacles. In 2020, apart from the hotline, the province founded the Working Group to receive and handle the reflection from investors and businesses about their issues during investing and doing business in Bac Giang.

Regularly, the provincial leaders organize the meeting with businesses to listen to their hope, expectation and proposal to build a close and friendly relationship between the provincial leaders and investors so that the investor will rely more on the investment environment of Bac Giang.

Bac Giang is always appreciated and welcomes the businesses and investors. The province will implement measures drastically with more determination to sharply improve the investment and business environment.
