Accordingly, the PPC Chairman urged Directors and leaders of the Departments, organization, agencies, Chairpersons of the People’s Committee in the districts and city, investors and owners of the projects to clearly define the execution of key projects as the key tasks and shared responsibility of the authority at all levels and localities, in which the major responsibility belongs to the owners and investors.

All parties must proactively coordinate to each other and prioritize the utmost forces to shorten down the execution time, handle the relevant content and work (shortening at least 1/3 of the regulated time) to speed up the project execution schedule.

The provincial leader ordered the Department of Planning and Investment (DoPI) to periodically review and propose any adjustment and supplement of big and key projects under the monitor and instruction of the PPC, provincial Party Committee’s Standing Board while chairing and bearing responsibility in ensuring the capital source to implement the projects on progress.

DoPI should regularly monitor to know the implementation status of big and key projects in the province; enhance coordination and expedition as well as support the investors and owners during the execution; timely report and propose the PPC Chairman to deliver instruction in handling any arising issue.

The Department of Construction and authorities managing the special construction project must prioritize to arrange the qualified staff to directly verify and review the tasks relating to big and key projects to shorten down the implementation time.

The authorities managing the special project should increase their responsibility and role in monitoring, inspecting and expediting the in charge project execution.

The PPC Chairman assigned the Department of Natural Resources and Environment to actively collaborate and support the investors and owners in proceeding the procedures relating to land and environment while firmly grasping the status of site clearance work...

The People’s Committee in the districts and city are in charge of reviewing to make sure that all big and key projects in the area are within the land using schedule and plan while ensuring the sufficient condition for the site work as progress. Besides the local authority should pay due attention to supporting the investors and owners during project execution.

The provincial leader ordered the investors and contractors to be fully responsible for implementing the projects, building master and detail plans for each stage, arranging clear responsibility with expected time of completion.
