To achieve the set target, the provincial People's Committee issued the PCI Improvement Plan for the "Business Support Policy" index in 2023.

The Department of Industry and Trade acted as focal point to chair the implementation of 8 out of 13 sub-indexes, focusing on the main sub-indexes of pocedures to receive support from state agencies to strengthen enterprises' capacity; procedures for exemption or reduction of market information consulting costs when using state consulting services; the quality of providing information related to free trade agreements of local state agencies to meet the needs of enterprises...

The relevant sectors like provincial branch of State Bank; Department of Planning and investment; Financial Department; Department of Justice; Department of Labor - Invalids and Social Affairs based on the function to implement the indexes of procedures for granting credit guarantees to small and medium enterprises; exempting or reducing the cost of participating in training courses funded with the state budget on business start-up and business administration; reducing the rent of premises in industrial zones and clusters; exempting or reducing legal consulting costs when using state legal consulting services; exempting and reducing vocational training costs for employees.

Tran Quang Tan, Director of the Department of Industry and Trade said: “Since early this year, the Department has implemented the industrial promotion program; supported hundreds of small and medium enterprises to boost trade promotion activities, seek investment opportunities and expand product consumption markets. Many get supported to apply e-commerce to introduce products on domestic and foreign platforms such as Voso.vn, Sendo.vn, postmart.vn ... ".

With such method, so far, many businesses in the province have been assisted to participate in the industrial promotion program; easilly carry out administrative procedures for bank loans; acquire knowledge of tax law, business startup..., thereby boosting business activities and increasing revenue.

According to leader of the provincial branch of the State Bank, from the beginning of this year, the whole province has disbursed nearly 82 trillion VND (3.5 billion USD) as capital loan for customers. Several businesses have received preferential loans to restore operations, production and business activities.

Thanks to such method, the production and business situation of local enterprises has gradually recovered. Some companies have scaled up their operation with increased revenue, hence contributing to raise the industrial production value of the province in the past 7 months to more than 281 trillion VND, up over 19 percent year on year.

This reflects fierce competition in development, forcing localities to thoroughly grasp their strengths and weaknesses to make changes to avoid lagging.
