In 2020, “time cost” sub-index jumped 42 places (ranking first in the capital zone except for Hanoi), ranking 5th out of 63 provinces and cities with 8.68 points of PCI. The “proactive provincial leadership” sub-index declined 11 places, ranking 20th and “labour training” sub-index decreased 7 places, ranking 19th out of 63 provinces and cities.

At the meeting, leaders of the departments and sectors discussed and identified reasons for increase and decrease of the sub-indexes. In 2021, Bac Giang province has been badly impacted by Covid-19 outbreak which restricted many activities of the local governments such as meeting with enterprises to grasp their opinions and provide support in tackling obstacles.

In his conclusion, Mai Son stressed, the departments and sectors have made efforts in implementing administrative procedures. Particularly, the provincial Center for Public Administrative Services and Department of Planning and Investment organized an online competition “Understanding and initiatives in improving investment and business climate of Bac Giang province” in 2021. The provincial Department of Labour, Invalids and Social Affairs plays important role in labour recruitment and support.

He requested the departments and sectors to boost propaganda so that people and enterprises can grasp the province’s information and policies on improving PCI in coming time. Besides, they need to continue researching and analyzing reasons for decline in PCI sub-indexes of their sector to recommend solutions for improvement.

The Office of the provincial People’s Committee was urged to grasp the opinions and propose recommendations for timely handling obstacles and difficulties facing enterprises. He requested to timely detect and strictly punish officials annoying enterprises in dealing with administrative procedures.
