Bac Ninh accelerates construction, disbursement of key transport projects
BAC NINH - By the end of the first quarter, public investment disbursement in Bac Ninh reached just 4.8% of the annual plan, prompting provincial authorities to step up efforts to remove bottlenecks in site clearance and material supply, while urging contractors to accelerate construction on key transport projects.
Pushing new project starts
According to the provincial Department of Construction, dozens of major transport projects are being fast-tracked to generate completed volumes eligible for disbursement, with total investment ranging from 150 billion VND (5.7 million USD) to over 2 trillion VND (about 76 million USD) per project.

Disbursement of these projects is seen as crucial to improving the province’s overall performance. Following provincial directives, project owners have since the start of the year pressed contractors to speed up works and launch new projects.
Hoang Thanh Tung, Director of Bac Ninh No.1 Transport and Agriculture Project Management Board, said the unit was allocated more than 1.074 trillion VND this year and had disbursed nearly 414 billion VND by the end of March, equivalent to about 38.5%.
This result was driven by the launch of three key projects in the first quarter: upgrading Provincial Road 291 linking Bac Ninh and Quang Ninh; building Van Ha bridge connecting Van Ha and Kinh Bac wards; and expanding Provincial Road 293 from Bac Giang ward to a branch road leading to Vinh Nghiem Pagoda.
Of these, the Road 293 project has disbursed over 241 billion VND, or around 48% of its allocated capital.
At the same time, contractors have been instructed to accelerate ongoing projects. At the extended Provincial Road 293 project, from Kham Lang junction to Quynh market in Nghia Phuong commune, hundreds of engineers and workers have been deployed in multiple teams working round the clock in three shifts.
The Luc Nam river bridge section has reached about 60% completion, with key components largely finished, while road sections have achieved roughly 30% progress.
The project has so far disbursed 20 billion VND out of 150 billion VND allocated for 2026, and aims to complete bridge closure by October.
Meanwhile, Bac Ninh No.2 Transport and Agriculture Project Management Board is also pushing contractors to maintain “three shifts, four crews” schedules on projects such as Kenh Vang bridge and its approach roads linking Bac Ninh and Hai Phong, Ring Road 4 in the Hanoi Capital Region, and the new Provincial Road 285B.
Ring Road 4, a national key project with about 600 billion VND allocated this year, has seen contractors deploy maximum resources, achieving around 10% disbursement in the first quarter.
Addressing bottlenecks
Total public investment capital for 2026 in Bac Ninh exceeds 16.587 trillion VND, including more than 15.162 trillion VND from the local budget and 1.425 trillion VND from the central budget.
However, by the end of March, only about 4.8% had been disbursed, with several units recording low or no disbursement.
The main bottleneck remains site clearance, with compensation disagreements slowing projects such as Cam Ly bridge, railway overpass works, and a road linking Provincial Road 292 to An Ha Industrial Park and the Northeast Ring Road.
Luong Van Nghiep, Deputy Director of the Department of Finance, said public investment disbursement in 2026 is a key political task, with clear accountability assigned to leaders and performance linked to evaluation.
Project owners are required to set detailed monthly and quarterly disbursement plans and reallocate capital from slow-moving projects to those with better progress.
Authorities are also expediting investment procedures, shortening appraisal and approval timelines, and accelerating new project starts. Localities with key projects, including Cam Ly commune, Lang Giang commune and Hap Linh ward, are intensifying public outreach to build consensus on land clearance.
To address material shortages, the provincial People’s Committee has added 44 mineral sites to the non-auction list for exploitation rights, speeding up licensing and increasing output at existing mines.
Relevant agencies and contractors are coordinating material supply plans for each project and prioritizing allocation to key works with strong disbursement potential. Payment processes are also being streamlined to ensure completed volumes are promptly settled.
These synchronized measures are gradually removing bottlenecks and accelerating the development of the province’s transport infrastructure.
