Bac Ninh accelerates investment in major university projects

BAC NINH - The Bac Ninh provincial authorities on September 18 reviewed progress on several university construction projects in the southern area of the Cau River, urging institutions to speed up site clearance and begin work by early 2026.

The meeting, chaired by Le Xuan Loi, Standing Member of the Provincial Party Committee and Vice Chairman of the provincial People’s Committee (PPC), brought together leaders from Hanoi University of Pharmacy, Hanoi Medical University, Hanoi University of Natural Resources and Environment, Hanoi University of Science and Technology and Foreign Trade University, alongside provincial departments and agencies.

The five universities have been selected to establish campuses in Bac Ninh, seen as a strategic location for higher education development in northern Vietnam.

At the session, university representatives reported on progress and highlighted bottlenecks in infrastructure preparation, permit procedures and compensation for land clearance.

They proposed provincial support in expediting construction permits, electricity and water connections, access roads and compensation arrangements. Other requests included accelerating work on fencing, site leveling and off-site technical infrastructure and completing land allocation and planning procedures.

PPC Vice Chairman Loi praised the universities’ decision to invest in Bac Ninh, saying the province has consistently prioritized favorable policies, including full funding for land clearance, leveling, fencing and infrastructure.

He stressed that these commitments reflect Bac Ninh’s ambition to become one of the country’s leading hubs for university training, research and development, supplying high-quality human resources for Vietnam’s socio-economic growth in a new era.

He instructed the five universities to finalize investment preparations quickly so that construction can start no later than the first quarter of 2026, with projects operational by the second quarter of 2027.

Institutions were asked to outline detailed work plans and commit to project deadlines with the provincial government, submitting written pledges to the PPC Office and relevant agencies by September 30, 2025.

The Department of Natural Resources and Environment was tasked with guiding the provincial Land Development Center, local authorities in Vo Cuong, Dong Nguyen and Tien Du, and the universities in completing compensation and clearance procedures, ensuring land handover to investors by early 2026.

Meanwhile, the Department of Construction will oversee planning approvals, feasibility studies and licensing, working with Bac Ninh’s Urban Development Project Management Board No. 2 to expedite permitting and infrastructure connections.

The Department of Finance will coordinate with other agencies to guide investment procedures and balance provincial funds to provide immediate support once legal conditions are met.

The projects are expected to significantly reshape Bac Ninh’s educational landscape, reinforcing the province’s role as a magnet for investment and talent in northern Vietnam.
