Bac Ninh businesses supported to enhance production, business efficiency
BAC NINH - After more than two years of implementing a programme to encourage voluntary legal compliance among enterprises, Customs Sub-Department Region V has accompanied and supported thousands of businesses in Bac Ninh and Thai Nguyen provinces.
This initiative has helped improve compliance levels, reduce violations, and significantly save time and customs clearance costs, thereby enhancing production and business efficiency and contributing positively to the overall development of the localities.

Directly overseeing import and export activities of over 7,000 enterprises in the two provinces, Customs Sub-Department Region V under Vietnam Customs, the Ministry of Finance, has identified communication and business engagement as key to improving operations.
Since July 2022, the department has implemented the programme and has recorded notable initial results. Among these, a significant increase in green lane declarations and a reduction in yellow and red lanes stand out. Businesses have improved their reputation and brand, laying the foundation for enjoying trade facilitation benefits.
The unit regularly organises conferences, seminars, and direct meetings with businesses; confirms programme membership via the VNACCS/VCIS system and shares the list with relevant subordinate units for timely support.
Operational teams are instructed to allocate designated areas with signage, assign experienced officers to inspect documents and goods, and form business support teams to resolve difficulties, review outstanding taxes, fees, penalties, and issue alerts regarding compliance risks.
For issues beyond its authority, the sub-department promptly reports to higher levels for resolution.
Thanks to these practical benefits, 23 enterprises have signed memoranda of understanding (MOUs) to participate in the programme so far - 15 from the pilot phase and eight new ones. One of the most appreciated aspects by businesses is the early warning mechanism.
Each month, the sub-department proactively sends notifications on tax debts and late payment fees, enabling businesses to make timely adjustments.
At the same time, typical violations in the region are publicised so other businesses can learn and avoid similar mistakes. Customs' proactive support has helped businesses save costs, shorten clearance times, and reduce violations.
The programme has received positive feedback from many local businesses. A representative from Precision Technology Component Fullian Co., Ltd. shared that since joining the programme, the company has received timely guidance and warnings, prioritised processing of procedures, and as a result, has saved logistics costs and reduced risks.
It is also committed to strictly complying with legal regulations and the action programme it has signed.

Customs authorities are currently working on building a more advanced risk management database to accurately classify compliance levels of each business.
Those that maintain high compliance will enjoy more privileges, such as exemption from document checks, reduced physical inspections, and expedited clearance procedures.
Currently, the customs sector, including Customs Sub-Department Region V, is implementing a reform, development, and modernisation plan toward 2025, with a vision to 2030.
The goal is to build a professional, modern, and disciplined customs force that meets management requirements in the new era. This also reflects a strong commitment from the customs authority to stand by the business community and foster a transparent, favourable, and internationally integrated business environment.
