Bac Ninh delegation studies Pangyo smart new urban model in South Korea
BAC NINH - A delegation from northern Bac Ninh province on April 25 visited and studied the Pangyo smart new urban model in Seongnam city, Gyeonggi province, as part of its working trip to South Korea.
The delegation was led by Nguyen Hong Thai, a member of the Party Central Committee and Secretary of the Bac Ninh Party Committee. It was received by Kang Ho Soon, Vice President and acting head of the Korea Land and Housing Corporation (LH), the developer of Pangyo New City.

At the meeting, LH representatives outlined Seongnam’s urban development, highlighting Bundang and Pangyo as model new urban areas in South Korea. Both are comprehensively planned, combining modern infrastructure, high-tech industry and improved living standards.
Pangyo New City, developed in the early 2000s, covers about 892 hectares and is designed for a population of around 90,000, with green space accounting for roughly 38%. It follows a “self-sufficient city” model integrating residential, working and service functions.
A key feature is Pangyo Techno Valley, often dubbed South Korea’s “Silicon Valley,” which hosts around 2,000 high-tech firms in sectors such as information technology, gaming, biotechnology and aerospace, employing about 80,000 workers and contributing significantly to national competitiveness.

During the visit, the delegation toured the Pangyo Clean Tower, a modern, environmentally friendly waste treatment facility completed in 2009.
The plant processes about 90 tonnes of waste daily using pyrolysis incineration at temperatures above 1,200 degrees Celsius, meeting strict emission standards.
Waste across the urban area is collected via an underground pneumatic system known as Clean Net, enabling high-speed transport while minimizing odors and environmental pollution.
Heat generated during waste treatment is reused to supply hot water to public facilities such as swimming pools and sports centers, and is also sold to the district heating system, generating additional revenue.
Beyond waste processing, the Clean Tower complex integrates public amenities including an observation deck, library, ecological park and environmental education center, reflecting a circular, sustainable and community-oriented urban planning approach.

LH representatives also introduced social housing models with rents about 40% lower than market rates, directly managed by the corporation to ensure social welfare and improve urban living standards.
Following the visit, the Bac Ninh delegation praised LH’s experience in developing smart, integrated and sustainable urban areas.
The corporation is currently studying and proposing several urban projects in Bac Ninh based on integrated models combining industry, services and housing, in line with the province’s development strategy.
The Pangyo visit concluded the delegation’s working trip to South Korea. The group is scheduled to continue its investment promotion programme in Japan in the coming days.
