Updated: 11:29, 27/10/2026

BAC NINH - Bac Ninh’s Department of Health and Japan’s Seishokai Healthcare Group signed a memorandum of understanding on professional cooperation as the two sides seek to strengthen medical services, develop elderly care and expand exchanges in healthcare training and research.

The signing ceremony on October 26 was attended by Matsumoto Akihide, Chairman of Seishokai Healthcare Group; Dao Thanh Truong, member of the municipal Party Committee’s Standing Board and Vice Chairman of the Bac Ninh People’s Committee; and Associate Professor and Doctor Pham Xuan Da, Deputy Director of the University Medical Center at the University of Medicine and Pharmacy under Vietnam National University, Hanoi.

The signing ceremony for the healthcare cooperation agreement.

Under the memorandum, the two sides will focus on three areas: dialysis techniques and services between Vietnam and Japan; studying the feasibility of establishing a Japanese-standard elderly care centre in Bac Ninh; and promoting scientific cooperation, training, expert exchanges and study visits.

For dialysis cooperation, the municipal Department of Health will coordinate with local medical facilities, initially Bac Ninh General Hospital No. 1 and Bac Ninh General Hospital No. 2, to prepare personnel, equipment, professional procedures, medical records, interpretation services and arrangements for Japanese patients seeking dialysis treatment in Vietnam.

Seishokai will share clinical procedures, quality standards and management experience in dialysis, while providing training, technical consultancy, expert connections and remote consultations where permitted by law.

Vice Chairman of Bac Ninh municipal People’s Committee Dao Thanh Truong speaks at the signing ceremony.

The two sides also plan to organise professional exchanges, seminars and short-term training in haemodialysis, travel dialysis services, patient safety, infection control, quality management and digital transformation in dialysis patient management.

Regarding elderly care, Seishokai will help assess demand and provide advice on organisational models, operating procedures, quality standards and development options for a care centre suited to local conditions, urban planning and Vietnamese regulations.

The group also intends to support workforce training based on Japanese care standards and experience, covering nurses, nursing assistants, rehabilitation technicians, social workers and elderly care facility managers.

Scientific cooperation will include international conferences and seminars, exchanges of medical experts and healthcare personnel, study visits to Seishokai facilities in Japan, and visits by Japanese experts to Bac Ninh for surveys, professional discussions and technical support.

Specific activities will be implemented under approved plans, appendices, contracts or separate agreements, with responsibilities, resources, financing arrangements, professional requirements and information confidentiality clearly defined. The memorandum is valid for five years.

Speaking at the ceremony, the municipal leader Dao Thanh Truong praised the municipal Department of Health and Seishokai for their efforts to advance cooperation, saying the agreement would create opportunities to exchange knowledge, experience and technical expertise while demonstrating a shared commitment to improving healthcare quality and delivering sustainable, practical benefits to residents.

He called on Seishokai to share its expertise and quality standards in haemodialysis, and to work with local partners on scientific conferences, training and expert exchanges.

Representatives of Bac Ninh’s Department of Health and Seishokai Healthcare Group sign the cooperation agreement.

The two sides should also study mechanisms for coordinating medical assistance, particularly in emergencies, strengthen links between healthcare facilities and improve information sharing, interpretation and patient guidance, Truong said.

He added that they should explore dialysis services for Japanese residents working in Bac Ninh, subject to professional and legal requirements, insurance coverage and payment arrangements.

The Department of Health was urged to promptly develop implementation plans for each cooperation area, specifying responsible agencies, timelines, expected outcomes and evaluation mechanisms.
