On the occasion of the upcoming Lunar New Year 2026, he wished the Party Organisation, authorities, people of Bac Ninh province, and the provincial leaders and their families good health, success, and new achievements.

During the 2022–2025 period, Bac Ninh organised numerous delegations to visit and work in Houaphanh province.

Through these exchanges, the two sides discussed and implemented many areas of cooperation, reaffirming the close and longstanding traditional relationship between Vietnam and Laos, as well as between the two localities, while enhancing cooperation, mutual support, and the sharing of experience in socio-economic development.

Based on the cooperation agreement between the two localities, Bac Ninh province provided funding of 10 billion VND (384,682 USD) to Houaphanh province for the construction of a school in Muong Xoi commune.

Subsequently, Bac Ninh continued to allocate an additional 6 billion VND to complete several construction items, and donated 20 computers and one large-screen television to the school.

Bac Ninh province also supported Houaphanh province in building a large conference hall at the request of the Lao side, with total funding of 91.4 billion VND.

On behalf of the leaders of both provinces, Pham Hoang Son and Phonsuc Inthavong signed the cooperation agreement for the 2026–2030 period, under which both sides agreed to continue maintaining delegation exchanges and enable agencies, sectors, and localities at all levels to exchange information and share experience in Party and political system building, socio-economic development, and people-to-people diplomacy.

The two sides will continue to create favourable conditions for enterprises to promote investment and business activities in each locality in accordance with the laws of the host country.

Bac Ninh province will provide financial assistance to Houaphanh province for infrastructure development, based on the provincial budget capacity and subject to approval by competent authorities.

On this occasion, under authorisation from the President of Laos, Phonsuc Inthavong awarded the First-Class Development Order to the Party Organisation, authorities, and people of Bac Ninh province; Second- and Third-Class Labour Orders to three collectives and 11 individuals; and, under authorisation from the Lao Prime Minister, awarded the Labour Orders to four individuals and the certificates of merit to three individuals.

The Chairman of the Bac Ninh provincial People’s Committee presented the certificates of merit to two collectives and six individuals with outstanding achievements in implementing the cooperation agreement for the 2022–2025 period.

BAC NINH - The People's Committee of Bac Ninh province and the Government Committee of Laos’ Xaysomboun province held a ceremony on December 18 to summarise the cooperation agreement for the 2021-2025 period and sign a new one for the 2026-2030 period.

Bac Ninh strengthens friendship with Laos’ Xaysomboun province

BAC NINH – A delegation from the People's Court of Laos’ Xaysomboun province led by Acting Chief Justice Khamphay Xaynhasouk on July 16 paid a courtesy visit to leaders of Bac Ninh province.
