Bac Ninh revamps job exchanges to ease labour shortages
BAC NINH – A strong rebound in industrial production is driving surging demand for workers across Bac Ninh’s industrial parks, but intensifying competition for labour is leaving many companies struggling to fill vacancies, prompting authorities to overhaul job-matching platforms and accelerate digital transformation in recruitment.

The U.S.-invested company, which assembles high-tech cables and cable systems, began operations in mid-2025 and currently employs more than 200 workers. To meet new production orders, it is now seeking to hire over 1,500 additional labourers.
At Intermax Vietnam Co Ltd in Ngoc Thien commune, confirmed orders through the end of 2026 are placing significant pressure on workforce demand. Hoang Thi Hong Hanh, the company’s deputy director, said labour supply in the garment sector is becoming increasingly scarce, creating major challenges for recruitment.
According to forecasts by the provincial Department of Home Affairs, businesses in Bac Ninh will need to recruit around 230,000 workers in 2026. In the second quarter alone, more than 70,000 positions are expected to be vacant, with about 80% concentrated in the electronics sector, alongside strong demand in garment manufacturing.
Several large electronics manufacturers are planning significant recruitment drives, including Fukang Technology Co Ltd, which aims to hire about 20,000 workers, Fuyu Precision Technology Co Ltd with 13,000, Luxshare-ICT Co Ltd with 10,000, Lens Technology Vietnam Co Ltd with 6,000, and Dreamtech Vietnam Co Ltd with around 2,000.
Bac Ninh’s labour market is among the largest in northern Vietnam, with more than 820,000 people currently employed in enterprises across the province.
To better balance labour supply and demand and support businesses in stabilising their workforce, the Department of Home Affairs is working closely with the provincial Social Security agency and the Management Board of Industrial Parks to analyse monthly fluctuations in employment data and cross-check company reports. The effort aims to improve labour market forecasting and ensure compliance with reporting requirements.
Tran Van Ha, Deputy Director of the department, said the most critical solution lies in modernising job exchange platforms by integrating information technology and digital transformation into employment services.
This approach not only makes it easier for job seekers to access opportunities but also helps companies reach potential candidates more quickly.
Nguyen Xuan Son, Director of the Bac Ninh Employment Service Centre, said that when employers register recruitment needs, specialists review and classify job positions based on qualifications, skills, salary levels and benefits. These details are publicly posted at job fairs and uploaded to online platforms, enabling candidates to prepare in advance.
Recently, the centre has revamped its job exchange model by combining in-person and online formats and expanding inter-provincial connections. This hybrid approach allows job seekers from different localities to attend interviews remotely, removing geographical barriers.
Recruitment information is regularly updated on websites, social media pages and mobile applications, making it easier for workers to search for jobs using smartphones.

In parallel, labour market data is gradually being digitised and integrated from multiple sources, including unemployment benefit applications, online job portals and data collected at job fairs.
Based on this, the centre is building a comprehensive database to support analysis and forecasting of workforce demand, enabling more proactive labour market coordination and job matching.
The effectiveness of the revamped job exchange system has been recognised by businesses. Luxshare-ICT, a major electronics manufacturer operating in Van Trung and Quang Chau industrial parks, plans to recruit about 10,000 workers in the second quarter.
Hoang Thi Thuy, Head of Recruitment at the company, said job fairs organised by the Bac Ninh Employment Service Centre have significantly supported hiring efforts.
In particular, online connectivity allows the company to access a large pool of candidates within a short time, reducing recruitment costs and helping it quickly meet production demands.
