1. Provincial merger and operation of two-tier local administration

On June 30, the provincial Party Committee, People’s Council, People’s Committee, and Vietnam Fatherland Front Committee solemnly held a ceremony to announce resolutions and decisions of central and local authorities regarding the merger of provincial- and commune-level administrative units, the termination of district-level administrative units, and the establishment of Party organisations, and the appointment of Party Committees, People’s Councils, People’s Committees, and Fatherland Front Committees at the provincial level and in 99 communes and wards.

According to National Assembly Resolution No. 202/2025/QH15, after administrative reorganisation, Bac Ninh province covers more than 4,718 sq.km, has a population of over 3.6 million, and consists of 99 commune-level administrative units, including 66 communes and 33 wards.

2. Successful organisation of the 1st provincial Party Congress and the 1st Patriotic Emulation Congress

The 1st Bac Ninh provincial Party Congress (2025-2030 term) marked a new stage of development following the provincial merger. During the 2021-2025 period, more than 34,000 collectives, individuals, and households were commended.

Nearly 300 collectives and individuals received the Independence Order or Labour Order; over 700 were awarded the Government’s Emulation Flag or the Prime Minister’s Certificate of Merit; and more than 33,000 commendations were granted by the provincial People’s Committee Chairperson.

3. GRDP growth reaches 10.27%

Bac Ninh ranked 5th nationwide, 4th in the Red River Delta, and was among six provinces and cities achieving double-digit growth. Its GRDP per capita was estimated at 5,852 USD.

The economic structure continued to shift in the right direction, with improving growth quality.

Total social investment capital in 2025 was estimated at 158.68 trillion VND (6.04 billion USD), up 20% year-on-year and exceeding the set target. State budget revenue was estimated at 72.497 trillion VND.

4. Second nationwide in import-export value, third in FDI attraction

Bac Ninh’s total export-import turnover was estimated at 182 billion USD, exceeding the set target and accounting for 20% of the national total, ranking the province second nationwide. Of this, exports reached 94 billion USD, with the remainder being imports.

The province attracted 18.6 billion USD in both domestic and foreign investment, with FDI ranking third nationwide with 5.5 billion USD.

Now, the province has 3,379 active DDI projects with a total registered capital of over 813,618 billion VND and 3,386 active FDI projects with a total registered capital of over 46.65 billion USD.

5. Groundbreaking of Gia Binh International Airport

On August 19, the construction of Gia Binh International Airport officially commenced in Gia Binh commune.

This was one of 80 key national projects kicked off or inaugurated in celebration of the 80th anniversary of the August Revolution and National Day (1945–2025).

During the year, many other major infrastructure projects connecting to the airport were also launched or completed.

6. Maintaining No.1 position nationwide in governance and public service quality

Bac Ninh continued to rank first nationwide in governance, administrative performance, and service quality for citizens and businesses.

Science, technology, innovation, and digital transformation were implemented comprehensively and effectively throughout the year.

7. Two more heritages recognised by UNESCO

Vinh Nghiem Pagoda – a World Cultural Heritage site.

On July 12, UNESCO recognised the Yen Tu–Vinh Nghiem–Con Son, Kep Bac Complex as a World Cultural Heritage Site.

Among the 12 heritage sites across Quang Ninh, Bac Ninh, and Hai Phong, Bac Ninh contributed two: Vinh Nghiem Pagoda and Bo Da Pagoda.

On December 9, the Dong Ho folk woodblock printing craft was inscribed on UNESCO’s List of Intangible Cultural Heritage in Need of Urgent Safeguarding.

The province welcomed 6.3 million tourists, with total tourism revenue estimated at 5.5 trillion VND.

8. Six students achieve awards at regional and international Olympiads

Six students won prizes and received certificates of merit at regional and international Olympiads. Education, healthcare, and social welfare achieved comprehensive results.

Bac Ninh ranked 9th nationwide in average scores for the 2025 national high school graduation exam, with nine out of 12 subjects ranking in the national top 10.

9. Athlete Nguyen Thi Oanh makes SEA Games history

Athlete Nguyen Thi Oanh delivers outstanding performances at the SEA Games, bringing glory to the country and Bac Ninh province.

At the 33rd SEA Games in Thailand, Bac Ninh athletes won 15 medals, including seven golds, three silvers, and five bronzes.

Notably, track-and-field athlete Nguyen Thi Oanh won three gold medals in the 3,000m steeplechase, 5,000m, and 10,000m events. With this achievement, she officially entered SEA Games history with 15 gold medals across five SEA Games.

10. National defence and security strengthened

The provincial armed forces continued to achieve many outstanding accomplishments across various tasks, serving as the core force in carrying out national defence and local military duties, building an all-people national defence system and a solid all-people defence posture closely linked with the people’s security posture.

The Bac Ninh provincial police ranked second nationwide among local police forces.
