The Rosa Luxemburg Stiftung is a political foundation of the Federal Republic of Germany that works in international cooperation, academic research, sustainable development and policy consultancy.
Its Hanoi office has been active in Vietnam for many years, working with government agencies, research institutes, universities and local authorities on programmes and projects with practical applications.
Welcoming the delegation, the municipal leader praised the foundation’s interest in Bac Ninh, particularly its intention to learn more about the city's socio-economic development, practical needs and potential areas of cooperation.
He said the meeting provided an opportunity for both sides to exchange information, better understand each other's strengths and development priorities, and identify suitable and effective areas for future collaboration.
Vice Chairman Dao Thanh Truong highlighted Bac Ninh's strategic position in the northern key economic region, its distinctive cultural heritage, abundant workforce and dynamic development environment.
The city has been focusing on socio-economic development, improving its investment climate and public administration, while strengthening education, training and scientific and technological capacity and improving residents' living standards.
Under its vision of modernisation, sustainability and deeper international integration, Bac Ninh wants to expand international partnerships beyond economic cooperation to include research, knowledge sharing, management capacity building and community-oriented initiatives.
The municipal leader called on the foundation to share research findings and policy experience, provide policy consultancy and connect the city with German experts, research institutions and potential partners.
Such cooperation would create opportunities for municipal officials and civil servants to learn from international experience and improve their professional capabilities.
He stressed that activities should be closely aligned with local needs to ensure that knowledge and expertise could be effectively applied in public administration and development.
He also proposed stronger links between the foundation and local educational, training and research institutions, including Nguyen Van Cu Political School, to expand professional exchanges and knowledge sharing.
The two sides could identify priority issues and develop practical initiatives to improve urban development, enhance residents' quality of life and encourage greater community participation in local development, he said.

This would help both sides identify feasible cooperation projects with clear objectives and appropriate resources.
For his part, Mentschel thanked Bac Ninh's leaders for receiving the delegation and facilitating discussions on potential cooperation in international relations, academic research, sustainable development and policy consultancy.
He said the meeting had laid an important foundation for the city and the Rosa Luxemburg Stiftung to expand cooperation in the coming period.
Mentschel expressed hope that the discussions would lead to positive results and create new opportunities for mutually beneficial cooperation between the two sides.
