Building Bac Ninh into green, smart and modern city rooted in Kinh Bac heritage
BAC NINH - On August 24, 2026, Vietnam's 16th National Assembly approved a resolution establishing Bac Ninh city. This marks a particularly significant milestone for the Bac Ninh Party Organisation, authorities and people, ushering in a new chapter of development with greater stature, opportunities and responsibilities.
Bac Ninh aims to build a green, smart, modern, civilised, prosperous and beautiful city, deeply rooted in the distinctive cultural identity of Kinh Bac; to achieve rapid yet sustainable development, enhance its competitiveness, and, most importantly, improve the quality of life for its people.

From Kinh Bac heritage to new development space
Bac Ninh is an ancient land with a rich history, revolutionary tradition and distinctive cultural heritage of the Kinh Bac region, closely associated with the nation’s long process of state-building and national defence.
Luy Lau Citadel was the site where the earliest settlements and urban centre in Vietnam emerged, serving as an important economic, commercial and religious hub throughout history.

Bac Ninh is also the birthplace of the Ly Dynasty, closely linked with Ly Cong Uan and the relocation of the capital to Thang Long (now Hanoi).
Over the centuries, the Kinh Bac region has produced numerous renowned cultural figures, national heroes and revolutionary leaders.

It has also developed a rich system of unique cultural heritage, including traditions of learning and academic achievement, traditional craft villages, festivals, customs and cultural values passed down from one generation to the next.
Following the merger that established the new Bac Ninh province on July 1, 2025, a new development space has emerged, covering more than 4,700 square kilometres and home to nearly 4 million people.

The province combines a strong foundation of advanced industry and urban development with substantial potential for agriculture, forestry, ecology and tourism.
Bac Ninh also enjoys a particularly advantageous geographical location, serving as a northern gateway to Hanoi and situated in the Red River Delta.
At the same time, it lies along two important economic corridors and is connected to major industrial centres, airports, seaports, border gates and key trade routes.

These conditions open up new development space, strengthen regional connectivity, and enable Bac Ninh to participate more deeply in the country’s production, logistics and goods circulation networks.
It has identified the development of Bac Ninh as a green, smart, modern, civilised, prosperous and beautiful city with a strong Kinh Bac cultural identity.
Science, technology and innovation will serve as the primary drivers of growth.
The city will promote modern and high-tech industries and deepen participation in global supply chains, while developing a leading electronics industry hub, with a focus on semiconductors, integrated-circuit manufacturing and artificial intelligence, both nationally and regionally.
The ultimate goal is to build a Bac Ninh that develops rapidly and sustainably, is modern and rich in cultural identity, and has strong competitiveness; to create a more favourable environment for businesses to invest and grow; and, most importantly, to provide people with an increasingly better quality of life while making a positive contribution to the development of the region and the country.

A new growth model
Bac Ninh is entering a new phase as one of the country’s major economic, industrial and export centres. Its economy currently ranks fifth nationwide, while economic growth has remained high for many years. In the first half of 2026, the province’s GRDP grew by 10.56%.
During the first eight months of 2026, total import and export turnover approximated 152.5 billion USD, with exports exceeding 75.48 billion USD, ranking first in the country.
Investment attraction reached over 17.69 billion USD. Manufacturing and processing industries, particularly electronics and high-tech industries, continue to serve as the primary drivers of growth.
Bac Ninh is becoming increasingly deeply integrated into global production and export chains, with the presence of numerous global technology corporations.
As it enters a new stage of development, Bac Ninh needs to strengthen its endogenous capacity, improve the quality of growth, and enhance the economy’s adaptability.
This means making a strong shift toward a growth model driven increasingly by technology, innovation, digital transformation and high-quality human resources; while developing high-tech industries, green industries, supporting industries and the digital economy.
The goal of establishing a leading electronics industry centre, with a focus on semiconductors, integrated circuits and artificial intelligence, requires Bac Ninh to move beyond its role as a major manufacturing hub.

It must engage more deeply in value chains, gradually master key technologies and build its own innovation capabilities.
Alongside the transformation of the growth model comes the need to reorganise the development space.
The Bac Ninh Urban Master Plan identifies a polycentric, multi-centre development model that harmoniously connects industrial, urban, service and logistics areas with agriculture, forestry, ecology, tourism and culture.
A city that is larger in scale, has a stronger economy and a more modern industrial base will only have true meaning when its resources and development achievements are ultimately translated into a better quality of life, higher incomes and greater well-being for its people.
With the concerted efforts and shared commitment of Party committees and authorities at all levels, the Vietnam Fatherland Front, mass organisations, the business community and people from all walks of life, we are confident that Bac Ninh city will continue to develop rapidly and sustainably, becoming modern while preserving its distinctive cultural identity, and emerging as a highly livable city that makes an increasingly significant contribution to the development of the country.
