According to evaluation of the Appraisal Council, in 2018, many departments and agencies had their points increased and improved their rankings by paying attention to investment in information technology application, administrative procedure reform and job rearrangement.

Leading 20 departments and agencies of the province was the Department of Transport with 86.49 points, increasing by 13 places compared to 2017. It was followed by the Department of Justice (85.30 points, up 6 places), the Department of External Affairs (83.55 points, up 10 places), and the Department of Health (82.25 points, up 5 places). 

Besides, compared to 2017, the Department of Planning and Investment ranked 13th, down 12 places; the Department of Education and Training ranked 14th, down 9 places; and the Department of Agriculture and Rural Development ranked 10th, down 4 places. The Committee for Ethnic Affairs continued to stand at the bottom of the ranking with 72.05 points.

For the districts and city, the first place was still held by Bac Giang city with 87.50 points. Districts such as Viet Yen and Tan Yen continued to maintain the second and third positions in the ranking. Yen The district ranked 5th, up three places compared to the previous year. Meanwhile, Luc Nam and Luc Ngan districts ranked 9th and 10th respectively.

The determination of the PAR INDEX 2018 was carried out by the Department of Home Affairs in coordination with the provincial Post Office by the method of sociological survey based on many criteria such as the direction and management of administrative reform, organisational reform, and modernisation of the state administration, thus assessing the implementation of the annual public administration reform of the departments and professional agencies of the provincial People's Committee and People's Committees of districts and city. 

It is also the basis for the directors of departments and heads of professional agencies under the provincial People's Committee; Chairpersons of district and city People's Committees to have solutions to fix shortcomings and further improve the management to better serve organisations and citizens when coming to agencies and units to handle administrative procedures.

Improving quality of administrative procedures

Prime Minister Nguyen Xuan Phuc signed Directive No.30/CT-TTg on October 30 for improving the quality of administrative procedures at ministries, branches and localities.
